Quick Summary

The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), is conducting a Sources Sought / Request for Information (RFI) for Enterprise Digital Government Enablement (EDGE). This RFI seeks to identify qualified vendors capable of providing low code/no code (LCNC) solutions and digital modernization initiatives, including AI/ML integration, for VA health and business case management. Responses are due by March 25, 2026, 3:00 PM EDT.

Purpose & Scope

This RFI is for market research and planning purposes, aiming to identify vendors for VA-wide Digital Modernization initiatives. The EDGE team focuses on delivering complex, large-scale solutions within the Digital Transformation Center (DTC) Capability Delivery Lifecycle Management. The scope includes providing enterprise LCNC solutions to support VA OIT, Digital Services Delivery (DSD), and DTC, leveraging LCNC methodologies, Agile frameworks, and emerging technologies like AI/ML. The contractor would support the entire capability delivery lifecycle, including management, enhancement/development, configuration, discovery, data management, IT Operations & Maintenance (O&M), business end-user support, and project transition.

Key Requirements & Technical Approach

The VA is interested in vendor capabilities to:

  • Support 75+ concurrent LCNC projects/products and 75,000 end users.
  • Provide expertise in Software-as-a-Service (SaaS), Hybrid, and Managed Solutions, as well as PaaS/SaaS applications.
  • Integrate Artificial Intelligence (AI) and Machine Learning (ML) capabilities.
  • Demonstrate experience with modern delivery frameworks for large-scale enterprise solutions.
  • Propose an automation framework to reduce manual interventions by at least 60%.
  • Detail experience staffing and managing 200+ concurrent Scrum teams.
  • Offer innovative recommendations for pricing models and contracting methodologies.

Contract & Timeline

  • Type: Sources Sought / Request for Information (RFI)
  • Anticipated Period of Performance (for future contract): One 12-month base period, four 12-month option periods, totaling 60 months.

Submission Details

Vendors must submit a capability package (maximum 10 pages) via email to Mario Awad (Mario.Awad@va.gov) and Kathryn Pantages (Kathryn.Pantages@va.gov) with the subject line "EDGE RFI". The package should include company information, socio-economic data (NAICS 541512), existing contractual vehicles, a detailed technical approach addressing the key requirements, and feedback on the Draft Performance Work Statement (PWS).
