Market research confirmed that only the original equipment manufacturer (OEM), BD (CareFusion Solutions, LLC), possesses the necessary proprietary technical data, diagnostic tools, software access, and certified expertise. No other third-party vendors or alternative supplies can satisfy agency requirements without unacceptable delay or cost duplication.
