Purpose

This RFI is for planning purposes only and is not a solicitation. The VA seeks to validate technical feasibility, refine potential acquisition strategies, determine industry capacity, and identify best practices for modernizing its credentialing processes. Responses may also inform potential set-aside determinations.

Scope of Work

The RFI is divided into two parts:

  • Part 1: Healthcare Provider Credentialing and Privileging SaaS The VA is exploring an enterprise-wide, fully electronic SaaS platform for the entire credentialing and privileging lifecycle. This solution must be a turnkey implementation, integrate with VistA and the Federal Health Record, meet FedRAMP security requirements, and support end-to-end credentialing, verification, continuous monitoring, privileging, and peer review activities. Key requirements include timely processing (5 days for new, 120 days prior to expiration for existing), 100% Joint Commission compliance, 99% verification accuracy, data migration, and role-based access.

  • Part 2: Credentialing-as-a-Service (CaaS) The VA is considering partnering with a credentialing service organization to conduct full-spectrum credentialing operations. This service must provide a comprehensive, fully electronic solution supported by qualified personnel, focusing on streamlining workflows and accelerating provider onboarding. Requirements mirror Part 1 regarding compliance, accuracy, continuous monitoring for over 250,000 providers, data migration, and reporting.

Information Sought from Respondents

Respondents should provide:

  • A description of their proposed solution (people, processes, technology).
  • A response matrix mapping their solution to the Requirements Traceability Matrix (RTM) (provided in the attached Excel file).
  • Details of past performance with similar SaaS deployments (Part 1) or evidence of reduced credentialing timelines (Part 2).
  • Current deployable capabilities (Part 1) or how the service meets requirements (Part 2).
  • ATO/FedRAMP status and integration details.
  • Rough Order of Magnitude (ROM) for the proposed solution/service.
  • For CaaS, details on staffing model, commercial licensing, and ability to begin service by October 30, 2026.
