Quick Summary
The Department of Veterans Affairs (VA) is issuing a Request for Information (RFI) for an Integrated eNotifications Service Pilot via Direct Secure Messaging. This RFI seeks industry capabilities to provide near real-time Admission, Discharge, and Transfer (ADT) event notifications for Veterans receiving care outside VA facilities. Responses will inform potential Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) set-aside decisions. Responses are due May 4, 2026, at 2:00 PM EST.
Purpose
The Veterans Health Administration (VHA) aims to address a critical gap in timely visibility into care events for Veterans treated in community hospitals, emergency departments, and post-acute care settings. This lack of awareness delays coordinated follow-up care, especially for high-risk Veterans. The VA is exploring eNotification services that leverage multiple notification networks to provide comprehensive, near real-time ADT alerts, enabling proactive outreach and improved care coordination.
Scope of Interest
The VA is interested in a Software as a Service (SaaS) solution for ADT eNotifications. This pilot program would support a VA-defined population of up to approximately 82,000 high-risk Veterans across up to six VA Medical Centers (VAMCs). The solution must ingest, process, and deliver real-time ADT eNotifications, primarily utilizing Direct Secure Messaging (DSM), while also supporting patient matching, attribution, filtering, and deduplication. Key requirements include compliance with FedRAMP HIGH impact level and VA's Enterprise Architecture.
