Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a pilot program to implement an electronic notification (eNotification) service for Admissions, Discharge, and Transfer (ADT) events. The primary goal is to improve care coordination and suicide prevention efforts for Veterans, particularly those receiving care in community settings, by providing near real-time alerts.

• The Contractor will provide a Software as a Service (SaaS) solution for ADT eNotifications.

• The service will support a VA-defined population of up to approximately 82,000 high-risk Veterans across up to six VA Medical Centers (VAMCs).

• The solution must ingest, process, and deliver real-time ADT eNotifications, leveraging existing infrastructure and transmitting data via Direct Secure Messaging (DSM).

• The Contractor will support patient matching and attribution, filtering of notifications based on VA-defined criteria, and deduplication of notifications.

• Implementation support, including configuration, testing, and deployment, is required.

• The service must ensure seamless data exchange and communication between healthcare entities.

• Notification volume, frequency, and formatting must be managed to prevent overload.

• The Contractor will track and report on message delivery status, system performance, and availability.

• Metrics will include message counts by VAMC, message type, partner name, and delivery status.

• The Performance Period is 12 months from the date of award, with one optional task.

• Tasks will be performed at Contractor facilities.

• The Contractor must comply with all applicable Federal and VA security and privacy requirements, including FedRAMP HIGH impact level.

• The solution must be FedRAMP authorized or meet specific requirements if not FedRAMP authorized.

• The Contractor must provide a detailed Implementation Plan, including an Incident Response Plan.

• Personnel security requirements, including background investigations, are detailed.

• The Contractor must comply with VA's Enterprise Architecture and Technical Reference Model (TRM).

Request for Information (RFI)

This RFI seeks information from industry regarding an "Integrated eNotifications Service Pilot via Direct Secure Messaging" to address the Veterans Health Administration's (VHA) need for timely visibility into care events occurring outside of VA facilities. The goal is to improve coordination of care for high-risk Veterans by enabling proactive outreach through near real-time alerts for Admission, Discharge, and Transfer (ADT) events in community settings. VA is exploring solutions that leverage multiple notification networks to achieve comprehensive coverage.
