The objective is to aggregate and index VA-housed healthcare data, enabling in-house researchers and data scientists to easily utilize this information. This system aims to reduce friction in accessing scattered datasets and accelerate the development of precision medicine tools for Veterans. The procurement covers computing services to build a custom software solution, including a database containing a manifest of available data and a deployed web interface for selecting and downloading datasets or subsets for research. The software is intended for use on a dedicated Research Scientific Computing Device (RSCD) outside the VA network.

Key Requirements

The scope of work includes:

  • Ingestion & Preprocessing: Handling manifests, extracting identifiers, normalizing data across modalities (CT, MRI, digital pathology, bloodwork, test results).
  • Data Harmonization: Merging patient data, resolving discrepancies, linking imagery, and adding derived fields.
  • Database Layer: Defining SQL schemas and implementing a direct-to-database loader.
  • Web-Based Exploration UI: Building a browsable patient index with filters, visualizations (charts, histograms), and a patient record viewer/selector.
  • Data Export: Providing an interface to select data, a "checkout summary" with statistics, and options for network drive access or direct download.
  • Deployment & Testing: Containerizing the system (Docker/Podman), performing unit and integration tests, deploying on RSCD, and providing user documentation.
