This Combined Synopsis-Solicitation Notice is connected to the previous notification for a Sources Sought Notice/Request for Information 36C10B26Q0079 Laboratory System Reengineering Project (LSRP). For this notification, please reference attachment: Request for Proposal 36C10B26R0011. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. As stated in previous notifications, this acquisition specifically will procure a Commercial off the Shelf (COTS) laboratory management system that is designed, built, and maintained by Oracle Health. Oracle Health does not offer this software as a stand-alone suite that can be run on internal government IT architecture, rather, this software is a SaaS product and is hosted by Oracle Health.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The intended sole source award will be a firm-fixed price contract with Oracle Health Government Services, Inc., 10200 Abilities Way, Kansas City, Missouri. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, in accordance with FAR Part 5, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
