Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office 2, has issued a Sources Sought Notice to conduct market research for Onsite Surgical Instrument Laser Marking, Commissioning, and Data Optimization services. These services are required at the NY Harbor Healthcare System, Manhattan campus, to support the Sterile Processing Service (SPS). The primary objective is to identify capable vendors and determine the appropriate procurement method, including the viability of setting aside the requirement for specific socio-economic categories. Responses are due by February 24, 2026, at 2:00 PM EST.
Scope of Work
The requirement involves three main components for approximately 25,000 reusable medical devices (RMD)/instruments:
- Laser Marking: Applying permanent or semi-permanent scannable laser marks to VA-owned instruments on-site, ensuring consistency with existing formats and unique identifiers.
- Commissioning: Scanning marked instruments to verify correct readability by the CensiTrac system and linking unique identifiers to manufacturer and product information. The contractor will use their own workstation.
- Data Optimization: Cleaning and standardizing the CensiTrac instrument database by removing errors, inconsistencies, and duplicates, including standardizing contractor names and catalog numbers.
Performance standards include marking and commissioning within 120 business days (6 months) and data optimization within 10-12 weeks thereafter. A daily goal of marking 250 instruments is expected, with daily reports and weekly progress meetings.
Place and Period of Performance
- Place: On-site at VA New York Harbor Healthcare System, Manhattan Campus, 423 East 23rd Street, New York, NY 10010, Monday-Friday, 7:30 am – 4:00 pm. Data optimization may be performed remotely offsite.
