This RFI is for planning purposes only and does not constitute a solicitation for bids, proposals, or quotes. The government is seeking information regarding Oracle Retail and Store Inventory Management (SIM) SaaS Migration. Responses will be used for planning purposes and do not obligate the government to acquire any products or services. No payment will be made for costs incurred in responding to this RFI.

Questions & Answers / Clarifications

This document presents a Request for Information (RFI) from the Department of Veterans Affairs (VA), Veterans Canteen Service (VCS), seeking vendor feedback on the modernization and migration of Oracle Retail Merchandising (RMS) and Store Inventory Management (SIM) platforms to Oracle Retail Merchandising Foundation Cloud Service (MFCS) and Store Inventory and Operations Cloud Service (SIOCS).

Vendors are requested to provide concise responses to critical questions aligned with Section 5 of the Performance Work Statement (PWS), covering the following areas:

• Pricing & SaaS Subscriptions: Detailed breakdown of Bill of Materials (BOM) including line-item pricing for SaaS subscriptions (MFCS, SIOCS, RPCS, ReIM, Allocation, RICS) for a 12-month base period and four 12-month option years. This includes units of measure, quantities, environment-specific premiums, overage charges, and price protections. Vendors must also delineate services covered by Oracle SLAs versus contractor-managed responsibilities, list pricing assumptions and dependencies, and describe discount and true-up mechanisms.
• Program Approach & Implementation Strategy: Vendors should detail their recommended implementation methodology, identify migration risks and blockers, and estimate the timeline for the assessment phase.
• Assessment, Fit/Gap & Solution Design: Responses should cover the assessment approach, how to maximize standard cloud capabilities, migration tools and methods, mock conversion recommendations, and expected limitations.
• Data Migration & Data Quality: Methodology for data profiling, cleansing, transformation, and migration. Recommendations for mock conversions and criteria for cutover readiness. Expected limitations for migrating legacy reports.
• Integrations & Technical Architecture: Experience integrating MFCS/SIOCS with various systems (ERP, POS, EDI, etc.), recommended redesign considerations, preferred Oracle integration technologies, and evaluation of existing VCS integrations.
• Configuration & Store Operations: Approach to configuring roles, hierarchies, store workflows, and mobile operations. Strategy for ensuring configuration consistency across environments.
• Reporting & Custom-Built Components: Recommended approach for modernizing or replacing custom reports and legacy analytics artifacts. Expected limitations for migrating legacy reports.
• Testing & Quality Assurance: Testing strategy across different phases (unit, system, integration, etc.) and defect management approach.
• Cutover, Go-Live & Hypercare: Recommended cutover plan structure and hypercare support model.
• Security, ATO Support & Compliance: Experience supporting federal security requirements, including SSPs, risk assessments, and ATO packages. Approach to ensuring compliance with security, privacy, and zero-trust requirements.
• Sustainment Support Model: Proposed post-go-live support model, including support for SaaS releases, testing, and user access management.
• LOE & Timeline: Proposed approach for delivering services aligned with PWS phases, including a Level of Effort (LOE) matrix with hours, rates, total cost, and deliverables for each project role. Underlying assumptions and constraints should be included.
• Optional Task LOE & Cost: Approach for six optional tasks, including subscription costs, project roles, labor hours, and total cost.
• Key Assumptions & Dependencies: List of key assumptions required from VCS/OIT and vendor dependencies on VA/VCS.
• GFE Requirement: Confirmation of any Government-Furnished Equipment (GFE) required.

This RFI is intended to gather information to inform future acquisition strategies and requirements. The responses will help the VA understand vendor capabilities and approaches related to the Oracle Retail SaaS modernization and migration.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements, tasks, deliverables, and performance standards for the migration of the Veterans Canteen Service (VCS) from their current on-premises Oracle Retail Merchandising System (RMS) and Store Inventory Management (SIM) systems to Oracle Retail Merchandising Foundation Cloud Service (MFCS) and Oracle Retail Store Inventory and Operations Cloud Service (SIOCS). The goal is to modernize VCS's merchandising and store inventory platforms to a SaaS model, ensuring compliance with VA security requirements and an accelerated implementation timeline.

The contractor will provide all labor, expertise, project management, software subscriptions (excluding government-provided licenses), tools, and technical services for this migration. Key activities include:

• Discovery and current-state assessment
• Fit/Gap analysis and future-state solution design
• Configuration of MFCS and SIOCS
• Integration development and testing
• Data profiling, cleansing, and migration
• Test planning and execution (unit, SIT, UAT, regression)
• Cutover planning, execution, and go-live support
• Hypercare and stabilization support
• Project management, progress reporting, and risk management
• Security and compliance activities
• Knowledge transfer, training, and documentation development

The Performance Period of Performance (PoP) is 12 months with four 12-month option periods, for a total potential of 60 months. Tasks will be performed at contractor facilities, with potential for remote work with COR concurrence. No government site work is anticipated on Federal holidays or weekends.

• The solution must be secure, compliant, and fully operational cloud-based.
• All activities must comply with VA information security, privacy, interoperability, and enterprise architecture requirements.
• The contractor must coordinate with Oracle for cloud environment provisioning.
• The contractor must provide and maintain separate SaaS environments for Development, Testing, and Production.
• The contractor must support the VA in obtaining an Authority to Operate (ATO) for the proposed SaaS solution, including full VA Assessment and Authorization (A&A) process.
• Optional tasks include integration of Assortment Planning, Allocation & Demand Forecasting, Merchandise Financial Planning (MFP), and Markdown modules.
• A Transition-Out task is included for the orderly transfer of sustainment services.
