Quick Summary
The Department of Veterans Affairs (VA), specifically the Veterans Canteen Service (VCS), has issued a Request for Information (RFI) for the Oracle Retail and Store Inventory Management (SIM) SaaS Migration. This RFI seeks industry capabilities and feedback for modernizing VCS's merchandising and store inventory platforms by migrating from on-premises systems to Oracle Retail Merchandising Foundation Cloud Service (MFCS) and Store Inventory and Operations Cloud Service (SIOCS). This effort is intended as a total set-aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Responses are due by April 17, 2026, at 13:00 EST.
Purpose & Scope
This RFI is for planning purposes only and does not constitute a solicitation. The VA aims to gather information to inform future acquisition strategies for a secure, compliant, and fully operational cloud-based solution. The scope of work, as outlined in the Draft Performance Work Statement (PWS), includes discovery, fit/gap analysis, configuration, integration development, data migration, testing, cutover, hypercare, project management, security/compliance activities, and knowledge transfer. The anticipated period of performance is a 12-month base period with four 12-month option periods.
