Scope of Work

- Software Platform for VF2F: An intuitive, enterprise-wide platform supporting on-demand care, documentation, order entry, and care coordination. It must handle multiple acuity levels, facilitate care escalation (e.g., e911), and scale to an anticipated 5 million annual virtual care visits. Key requirements include bidirectional data exchange with VHA EHR systems (CPRS, Oracle/Cerner) using FHIR R4, charting, order placement (labs, imaging, prescriptions), scheduling, communication tools, patient tracking, e-prescribing, and integration with decision support tools. The platform should support multi-modal communication and capture data for performance indicators.
- Staffing Models and Delivery Structure: Solutions should enable 24/7/365 access for Veterans. This includes models for VHA-employed, contract, or mixed staffing, with consideration for state licensure issues. Regional (hub-and-spoke) or national coverage models are encouraged, along with training modules. The system aims for 85% Veteran satisfaction, median initial contact wait times of 5 minutes, and LIP wait times under 10-15 minutes for high/intermediate acuity. Providers must be certified, licensed, and credentialed, with a goal to resolve over 50% of acute care concerns virtually.
