Purpose & Background

The VA seeks an automated, federated, secure electronic exchange solution to support timely patient care by enabling seamless sharing of DICOM images and related data between VISN 16 facilities and community partners.
Scope of Interest
The VA is seeking solutions capable of:
- Bidirectional electronic exchange of DICOM images, radiology reports, and orders.
- Secure, peer-to-peer, encrypted, FIPS 140-2 validated data transfer.
- Compatibility with VistA Imaging, CPRS, VistA Imaging Importer, community PACS, Laurel Bridge Compass router, and future Cerner systems.
- Automated patient matching, MRN reconciliation, and creation of non-VA orders/VA accession numbers.
- Locating and retrieving prior images from community providers based on appointments, procedures, or consults.
- Advanced capabilities including federated search of private sector providers (even when location is unknown), Class II HL7 interfaces (ORM, SIU), API/FHIR, and DICOM integrations.
- Crucially, the solution must NOT involve cloud storage, processing, or hosting of VA data and must NOT require FedRAMP cloud.
- Allow unlimited community partner participation at no cost to partners.
- Full installation across all VISN 16 facilities (listed in the DRAFT PWS).
- Full compliance with all VA cybersecurity, privacy, TRM, MOU ISA, and VHA 6550 requirements, meeting HIPAA/HITECH standards.
- Deployment across VISN 16 Medical Centers within 150 days after award.
