Statement of Work (SOW) / Performance Work Statement (PWS)

To establish an efficient and cost-effective electronic image location, viewing, and transfer solution that enables bidirectional sharing of radiology images and reports between VISN 16 facilities and their community care partners. This aims to reduce reliance on CDs, improve patient care, and decrease operational costs.

• Implement a secure, peer-to-peer DICOM image sharing solution.

• Integrate with existing VA systems (VistA Imaging Importer, Commercial PACS, CPRS) and future systems (Cerner).

• Facilitate electronic exchange of medical images and reports.

• Enable searching, locating, and retrieving prior medical images and reports from community providers.

• Automate patient matching and update patient MRNs.

• Support bi-directional image exchange with community partners at no cost to them.

• Provide a search engine for locating patient images and reports, even when the community location is unknown.

• Ensure automated pre-fetching of prior images and reports for upcoming appointments or consults.

• Automate the workflow for importing images and reports.

• The solution must meet or exceed HIPAA and HITECH Act requirements for ePHI.

• Software must be approved in the VA OIT TRM.

• Implementation must be completed within 150 days after award.

• The system must operate within a virtual environment and not require additional physical hardware within the VA.

• The solution must be fully federated and not hold or pass any VHA data in or through a cloud or hosted environment.

• Period of Performance: One (1) twelve (12) month base period and four one-year ordering periods.

• Place of Performance: VISN 16 locations (listed in Table 1) and all current and future community care partners willing to participate.

• Offerors must demonstrate past performance in areas such as Automated Federated Search, Patient Matching, Automated Internal Pre-fetch, and Electronic Requests.

• Contractors must comply with strict privacy and security requirements, including submitting VHA form 6550, obtaining security clearance, and adhering to VA security regulations.

• All contractor employees requiring access to VA information must complete mandatory security and privacy training.

• The solution must be compatible with current and future VA electronic systems, including VistA/CPRS and potentially Cerner.

• The contractor must provide an annual maintenance and support services agreement, including ongoing training and outreach.

Solicitation / RFP / RFQ

This is a Sources Sought Notice (SSN) / Request for Information (RFI) for a VISN 16 Secure Digital Imaging and Communications in Medicine (DICOM) Image Sharing Solution. The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 16 is seeking information to determine contractor interest, capabilities, qualifications, and industry pricing for this solution. The current CD-based transfer method for community imaging is inefficient, leading to delays, lost media, compatibility issues, and increased costs. An automated, federated, secure electronic exchange is needed to improve timely care.

Vendors should demonstrate capability in:

• Bidirectional electronic exchange of DICOM images, radiology reports, and orders.

• Peer-to-peer, encrypted, FIPS 140-2 validated data transfer.

• Compatibility with VistA Imaging, CPRS, community PACS, Laurel Bridge Compass router, and Cerner (future).

• Automated patient matching, MRN reconciliation, and creation of non-VA orders/VA accession numbers.

• Locating and retrieving prior images from community providers.

• Federated search of private sector providers when facility is unknown.

• Class II HL7 interfaces (ORM, SIU), API/FHIR, DICOM integrations.

• No cloud storage, processing, or hosting of VA data; solution must not require FedRAMP cloud.

• Unlimited community partner participation at no cost to partners.

• Full installation at all VISN 16 facilities.

• Compliance with all VA cybersecurity, privacy, TRM, MOU-ISA, and VHA 6550 requirements, meeting HIPAA/HITECH.

• Deployment across VISN 16 Medical Centers within 150 days after award.

• Small Business Concerns are encouraged to respond.

• The RFI aims to determine potential competition levels.
