The objective is to reduce the VA’s Time-to-Hire (currently 80-100 days) and enhance service delivery. The scope includes a fully integrated, enterprise-level SaaS solution covering:

  • System Configuration & Implementation: For recruitment, hiring, HR helpdesk, and assessment/interview delivery.
  • SaaS Subscription & Hosting: Cloud-hosted access for approximately 374,000 users.
  • Data Migration: From USA Staffing.
  • Integration: With VA’s HRSmart/PeopleSoft and the future Federal HR 2.0 system.
  • Security & Compliance: Including VA Authority to Operate (ATO) and FedRAMP Moderate authorization.
  • Training & Support: For government personnel.
  • Technology: Adherence to VA TRM, Zero Trust principles, and Generative AI capabilities for virtual agents, search, and case management.
