Quick Summary
The Department of Veterans Affairs (VA), specifically the Technology Acquisition Center (TAC), has issued a Sources Sought notice (RFI) to identify qualified vendors for a Digital Preservation System (DPS) for the VA History Office (VAHO). This system is intended to collect, preserve, and provide public access to VA's historical records and artifacts. The VA currently intends to award a sole source contract to Preservica. Responses to this RFI are due by April 17, 2026, at 12:00 PM ET.
Purpose & Scope
This Request for Information (RFI) serves as market research to gather information on capable sources, industry best practices, and vendor input for a FEDRAMP certified, cloud-based Software-as-a-Service (SaaS) DPS. The VAHO requires a system with robust functionalities across three key areas:
- Preservation: Must support bit-level and active digital preservation, ingest, fixity, metadata management, format migration, and secure cloud storage, adhering to ISO 14721 standards and rendering legacy information.
- Workflow: Features include bulk file upload, secure pre-ingest, comprehensive search, metadata application, OCR, API synchronization, duplicate file detection, configurable dashboards, role-based access, and full records provenance.
- Public Access: A portal for researchers, historians, and the public to search, view (including AV streaming and image pan/zoom), and download records while maintaining archival hierarchy. Custom development, web content development, and simple Content Management Systems (e.g., Box, Dropbox, SharePoint) are explicitly out of scope.
