Purpose

Scope of Work

The requirement includes the delivery and installation of:

• VCCM Workflow Software (Brand Name or Equal): Must be VA TRM certified, 508 compliant, integrate with production printer/inserter, support VMWare/Windows 64-Bit, handle various input formats (PDF/PCL5/TNO/PS/XML), perform USPS CASS certified address cleaning and PAVE certified sorting, produce production control barcodes, and support postal savings.
• Quadient DS 700 IQ Inserter (Brand Name or Equal): Includes a 4 Station Expert, AIMS500 Office Close Loop Mail Piece Verification, 15 AMP Power Conditioning Line Filter, 3 Station Tower, and a Postal Permit.
• Maintenance & Support: One year of on-site support (40 hrs/week) with a qualified engineer for the software, plus manufacturer's warranties on all parts and labor.
• Deliverables: Software, inserter hardware, maintenance support for base year and four option years, and the postal permit. Delivery is required within 30 days of award.

  1. Technical Capability: Demonstrate SOW compliance, provide specifications/cut sheets for "equal" items, and OEM authorization.
  2. Price: Complete the provided pricing schedule.
  3. Attachment - FAR 52.225-6 Trade Agreements Certificate: Complete and submit.
• Evaluation Factors: Technical Capability and Price. Award will be made to the responsible offeror whose quote is most advantageous to the Government. Offers not meeting technical requirements will not be considered, regardless of price. Award will be on an "All or Nothing Basis."

Special Requirements

• Information Security: Appendix C outlines extensive VA information security and privacy requirements, including data protection, encryption, access controls, and incident reporting. Contractors must comply with all federal laws and VA directives; background checks are not required.
• Trade Agreements: Offerors must certify the origin of end products (U.S.-made or designated country) via the FAR 52.225-6 certificate.
