  • Offerors must be registered in the System for Award Management (SAM). Award will be made to the offer most advantageous to the Government, with Technical Factors (Location, Neighborhood, Ease of Access, Parking, Floor Plan/Layout, Compatibility of Adjacent Businesses, Overall Appearance, Electricity, Security) being approximately equal in importance to Price. Past performance will also be considered.
