Scope of Work
The contractor will provide all personnel, equipment, tools, materials, and supervision necessary for integrated solid waste management, including Municipal Solid Waste (MSW) and select Recycling Services, at Dover AFB. Services must adhere to contract standards and all local, state, and federal regulations. The Draft Performance Work Statement (PWS) outlines specific requirements:
- Collection: MSW, Food Waste, and Recycling for the Main Base (Military Family Housing collection is reserved). Includes scheduled/unscheduled pickups, special events, and construction/demolition debris removal.
- Recyclable Materials Processing: Support the base's Qualified Recycling Program (QRP), including accounting for commodities sold and proceeds. Accepted recyclables include metal, glass, paper, cardboard, plastics, wood, batteries, and tires.
- Disposal: Off-base disposal of MSW at a permitted site and transport of recyclables to an off-base material recovery facility.
- Equipment Maintenance: Contractor responsible for maintaining provided containers, collection areas, and hauling vehicles.
