This document specifies the detailed requirements and quantities for butter and cheese products to be procured.

• Butter, Reddies: 90 patties per lb, 5 grams each. Requires U.S. Grade AA, A, or B. Quantity: 640,000 EA.
• Butter, Whipped, Bulk: Made from milk or cream, with or without salt and coloring. Requires U.S. Grade AA or A. Quantity: 2,250 LB.
• Butter, Whipped, Individual Packs: 5-gram individual packs, no foil packaging. Requires U.S. Grade AA or A. Quantity: 640,000 EA.
• Cheese, Parmesan or Parmesan and Romano Mixed, Grated, Italian Style: Packaged in 12 x 1 lb containers per case. Quantity: 145 CS.

Bidders must state case size and pack on their bid for butter items. Specific U.S. Grade requirements and definitions (7 CFR 58.2621-2627 and 7 CFR 58.2425-2430) are provided.

• Contract Type: Firm Fixed Price.

• Period of Performance: July 6, 2026 - July 31, 2026.

• Delivery Date: October 2026 (4th Quarter FY 2026).

• Offer Due Date: June 24, 2026, 12:00 PM CT.

• Evaluation Factors: "Lowest price technically acceptable and past performance."

• Submission instructions are detailed in FAR 52.212-1 (DEV) and its addendum.

• The acquisition is set aside for Small Business (100%).

• Specific clauses related to small business set-asides and nonmanufacturer rules are included.

This solicitation is for the acquisition of Dairy/Cheese Items for the Federal Correctional Complex (FCC) Beaumont. The Federal Bureau of Prisons is issuing this Request for Quotation (RFQ) to solicit offers for these items.

• Bidders must provide Dairy/Cheese Items as specified.

• Quotes must include bid pricing, item descriptions, and case counts.

• National/Kosher Menu Specifications Quote Sheets are required for all items being bid on.

• The clause FAR 52.212-4 "Contract Terms – Commercial Items" is included, requiring registration in the System for Award Management (SAM).

• A Unique Entity Identifier (UEI) number must be included in quotes.

• Samples of food products may be requested prior to award.

• Awards will be processed via Government Purchase Order.

• Payment will be made through applicable net terms.

• Delivery of awarded items can begin as early as July 6, 2026.

• Quotations must be received by June 24, 2026, 12:00 p.m. CST.

• Required submission documents: Standard Form 1449 (Page 1) and National/Kosher Menu Specifications Quote Sheets.

• Do NOT submit the portion of the RFQ containing FAR clauses and provisions.

• Bid pricing, item descriptions, and case counts are ONLY to be placed on the quote sheets.

• All contractors must be registered in the System for Award Management (SAM).

• Failure to register in SAM may result in elimination from consideration.

• All communications regarding this RFQ must be in writing to the Contracting Officer.

• Do not discuss quote preparation or technical questions with Government technical personnel.

• Failure to deliver awarded products may result in being determined a non-responsible contractor and removal from the bidder's list.
