Performance Work Statement (PWS)

To provide military members with self-paced counseling assistance through an online resource, enabling them to create customized career and education pathways.

• Provide access to a commercially available online college and career planning tool on a subscription basis.

• The tool must assess user interests, skills, and work values to suggest career options and educational pathways.

• Offer guidance for military personnel transitioning to the civilian workforce, including resume writing and job search strategies.

• Include capabilities for searching civilian occupations by Military Occupation Specialty (MOS) and filtering by educational entry level, industry cluster, job growth, and salary.

• Provide links to academic financial aid, accredited post-secondary schools, and Department of Labor career outlook information.

• Facilitate the creation of a secure electronic portfolio for each user to store assessments, career plans, and other relevant information.

• The online tool must be available 24/7, 365 days a year.

• Minimum system availability of 98 percent measured monthly.

• Technical support response within 24 hours during business hours (Monday-Friday, 7:00 a.m. - 6:00 p.m. Central Time).

• Quarterly usage reports are required, including new enrollees and assessment completion data.

• The period of performance is based on the subscription period.

• Performance will be at contractor facilities or designated military bases. Program discussions and reviews may be held at government facilities or virtually.

• Contractor personnel must obtain a Common Access Card (CAC) and meet specific background investigation requirements (Tier 1 or equivalent).

• Compliance with Section 508 of the Rehabilitation Act for accessibility standards.

• Contractor must provide promotional materials and webinar training.

• Mandatory training for contractor employees on OPSEC, CUI, Insider Threat, Privacy Act, IT Security, Counterintelligence, Records Management, and Antiterrorism.

Sources Sought

This Sources Sought Notice is issued by the Defense Human Resources Activity (DHRA) for market research purposes to identify potential vendors capable of providing an Online College and Career Planning Tool. The tool aims to offer military members self-paced counseling assistance, customized career and education pathways, and job search facilitation.

• Online, 24/7 access to a college and career planning tool.

• Customized career and education pathways based on user assessments (interests, skills, work values).

• Assistance with job search process.

• Integration of sound career theory and up-to-date information on colleges, scholarships, labor, and occupational resources.

• Lifetime access to user portfolios, assessments, and documents for service members who create an account during the subscription period.

• Military-specific functionality including registration by branch/installation, guidance for transitioning personnel, occupational search by MOS/ASVAB, links to education/financial aid/VA benefits, and user reporting by branch.

• Monthly webinars on the tool's capabilities.

• The requirement is currently performed by Kuder, Inc. under Task Order H9821021F0257.

• The Government is considering a sole-source follow-on acquisition.

• Interested parties must submit an unclassified capability statement (limited to 10 pages).

• Capability statements should include company information, UEI, CAGE Code, company structure, teaming/subcontracting plans, and a description of expertise relevant to the draft PWS.

• Feedback on the draft PWS and answers to specific government questions are requested.

• Information on two similar past projects (within the last five years) is required.

• Responses are voluntary and will assist in determining the appropriate acquisition strategy.

• Proposed NAICS code is 611710, Educational Support Services ($24.0M size standard).

• Vendors must be registered in the System for Award Management (SAM) database.

• This is not a formal solicitation; no contract will be awarded from this notice.

• The Government will not pay for any information or administrative costs incurred in response.
