Scope of Work
The required online tool must be commercially available on a subscription basis and accessible 24/7. Key functionalities include:
- Assessment & Planning: Assess user interests, skills, and work values to suggest career options and educational pathways.
- Military Transition Support: Offer guidance for military personnel transitioning to the civilian workforce, including resume writing and job search strategies.
- Occupational Search: Capabilities for searching civilian occupations by Military Occupation Specialty (MOS) and filtering by educational entry level, industry cluster, job growth, and salary.
- Resource Integration: Provide links to academic financial aid, accredited post-secondary schools, Department of Labor career outlook information, and VA benefits.
- User Management: Facilitate the creation of a secure electronic portfolio for each user, offering lifetime access to assessments and plans for those who create an account during the subscription period.
- Reporting & Support: Provide quarterly usage reports and ensure technical support response within 24 hours during business hours.
- Compliance: Adherence to Section 508 accessibility standards and mandatory training for contractor employees on OPSEC, CUI, and IT Security.
Contract Details
This is a Sources Sought notice for market research purposes and not a formal solicitation. The current requirement is performed by Kuder, Inc. under Task Order H9821021F0257. The Government is considering a sole-source follow-on acquisition but is open to identifying other capable vendors. The proposed NAICS code is 611710, Educational Support Services, with a $24.0M size standard.
Submission Requirements
Interested parties must submit an unclassified capability statement, limited to 10 pages, by the response date. Submissions should include:
- Company information (UEI, CAGE Code, company structure).
- Teaming/subcontracting plans (if applicable).
- A description of expertise relevant to the draft Performance Work Statement (PWS).
- Feedback on the draft PWS and answers to specific government questions.
- Information on two similar past projects completed within the last five years. Vendors must be registered in SAM. Proprietary information should be clearly marked.
