Proposals should align with one or more of DARPA's strategic thrust areas and current investment portfolio. The focus is on innovative basic research concepts that push the boundaries of science and technology, enabling groundbreaking solutions for national security.

Eligibility & Submission

This opportunity is limited to U.S. colleges and universities. University-Affiliated Research Centers (UARCs) and Federally Funded Research and Development Centers (FFRDCs) are explicitly not eligible. The submission process is two-phased:

  1. Phase 1: Abstract Submission - Required for all concepts. Abstracts must use the provided templates (Written or Oral) and adhere to strict formatting and content requirements, including estimated price/ROM and period of performance. Submissions are made via DARPA’s Broad Agency Announcement Tool (BAAT).
  2. Phase 2: Full Proposal Submission - By invitation only, following abstract review.

Contract Details

Awards will be made as "Other Transaction (OT) for Research" agreements. Multiple awards are anticipated. The sample OT agreement indicates milestone-based payments, specific intellectual property clauses (patent and data rights), cybersecurity requirements (NIST SP 800-171), and reporting obligations. Cost-sharing may be a positive factor for efforts with commercial application potential.

Evaluation Criteria
