Quick Summary

The Defense Advanced Research Projects Agency (DARPA) has issued a Request for Information (RFI) for its "Venture Horizons" initiative. This RFI seeks to identify top-tier investors interested in providing non-adversarial capital and expertise to support DARPA's breakthrough technologies and R&D performers. The goal is to amplify the impact and commercialization of DARPA-developed innovations. Responses are due by June 15, 2026.

Purpose

DARPA's "Venture Horizons" initiative aims to connect investors with non-adversarial capital to DARPA Program Managers and Research & Development performers. This strategic engagement is designed to amplify the impact of DARPA's development of breakthrough technologies by facilitating continued investment and commercialization. DARPA seeks investors with a proven track record in commercializing technology who are interested in partnering to advance the agency's portfolio across its six technical offices (MTO, STO, TTO, DSO, I2O, BTO).

Key Requirements for Respondents

Respondents to this RFI should address the following areas:

  • Investment Goals: Detail investment entity capacity, track record, and willingness to self-certify that no adversarial capital is used.
  • History & Domain Expertise: Demonstrate expertise in technology categories aligned with DARPA's technical offices.
  • Commitment of Service: Outline dedication to DARPA's national and economic security mission, including providing advisory or mentoring support.
  • Unique Capabilities: Highlight any unique capabilities relevant to the RFI, such as current security clearances or specific sector preferences.

Submission Details

  • Format: Responses should be succinct, in 12-point font, single-spaced, 8.5x11 inches, with 1-inch margins, in .docx format. Submissions are limited to 25 pages.
  • Attachments: A completed "DARPA Venture Horizons RFI Response Spreadsheet" (.xlsx format) is required.
  • Content: Responses must include a cover sheet, answers to the RFI focus areas, and an optional presentation of capabilities.
  • Deadline: Responses will be accepted until 5:00 p.m. (Eastern) on June 15, 2026.
  • Method: Email unclassified responses to DARPAVentureHorizons@darpa.mil.

Contract & Eligibility

This RFI is for information and planning purposes only and does not constitute a formal solicitation for proposals. Responses are not offers and cannot be accepted by the Government. No government funding or reimbursement of expenses will be provided for participation. Any investment derived from Venture Horizons engagements must be made without the use of adversarial capital. While DARPA invites participation from all capable and qualified sources, certain DARPA General Service Agreement (GSA) and Senior Commercial Advisor (SCA) team members may be ineligible to participate.
