Scope of Work

The FBI seeks capabilities for:

  • Operational Environment & Mobile Delivery: Deploying flexible, instructor-driven mobile training events nationwide, adapting to varied audiences and fluid schedules.
  • Core Instructional Domains: Providing expert instruction on advanced IED disruption tools (explosive/non-explosive disruptors, charge design, water-based systems, post-blast effects), covering underlying applied sciences, and aligning with FBI STBs and AEODPS guidance.
  • Range Management & Safety Oversight: Comprehensive field range management and safety oversight for live-fire explosive training, including setup, execution, teardown, chain-of-custody for explosives, and compliance with regulations.
  • Programmatic Support & Continuity: Ensuring logistical sustainability and standardization of training across multiple annual events within CONUS, coordinating with federal staff, and providing after-action feedback.

Contractor Qualifications

Vendors should demonstrate:

  • Personnel with recent, relevant field experience as certified PSBTs, military EOD technicians, or equivalent SMEs.
  • Ability to translate complex technical concepts into clear, operationally relevant instruction.
  • Proven capability to safely plan, coordinate, legally source, and execute live explosive training events across the U.S.
  • Track record of rigorous range safety oversight and regulatory compliance.
  • Institutional capacity to integrate with diverse agencies and maintain instructional fidelity.
