• The template consists of two columns: 'QUESTION' and 'ANSWER'.

• The government will use the 'ANSWER' column to provide responses to these questions.

This document is an Excel spreadsheet containing a product list for a Request for Information (RFI) related to data management solutions for the FBI. It lists current inventory items, including part numbers, descriptions, quantities, and pricing details.

• Part #: Unique identifier for each product.
• Part Description: Name and details of the software or product.
• Qty: Quantity required for each item.
• GSA Price: Original GSA price.
• Discounted Unit Price: Discounted price per unit.
• Discounted Extended Price: Total discounted price for the quantity.
• Comments: Additional notes or specifications.

This product list provides potential vendors with specific details about the FBI's current data management software and hardware inventory. Bidders can use this information to identify similar or comparable products that meet the FBI's needs, as stated in the "Note" on the "Current Inventory" sheet. It serves as a reference for understanding the types and quantities of solutions the FBI is interested in, aiding in the preparation of responses to the RFI.

Request for Information (RFI)

This RFI is issued by the Federal Bureau of Investigation (FBI) Finance and Facilities Division, Procurement Section, for Data Management Solutions. The FBI is conducting market research to identify potential vendors capable of providing hardware, software, and related services for an Enterprise Data Management solution. The goal is to gather industry information to formulate future acquisition strategies and potentially identify qualified vendors. This RFI does not constitute a solicitation and responses are not offers.

The FBI requires an Enterprise Solution for Data Management that includes capabilities for:

• Interfacing with the National Finance Center (NFC) for payroll processing.
• Secure exchange of personnel vetting data with the Defense Counterintelligence and Security Agency (DCSA).
• Human Language Technology for foreign name transliteration.
• Data transfer from mainframes.
• Data ingestion, integration, processing, analytics, reporting, and workflow automation.
• Hybrid (On-Premises/Federal Cloud) environments.

The FBI is also interested in current systems, products, services, and concepts of operation, including but not limited to:

• Work Management, Asset Management, Analytics, Monitoring, and Automated Data Queries.

• Batch and real-time processing for large-scale datasets.

• Mainframe and distributed software solutions.

• Appliances, integrated workplace management systems, and specialized software suites (e.g., SPSS, Aspera).

• Log collection, security identity management, and reporting tools.

• Customizable dashboards and investigative data source accommodation.

• Remote consulting services and SME training.

• Respondents should describe their technical approach, relevant experience, and organizational capabilities.

• Specific information requested includes company name, business size, evidence of capability, GSA Schedule details, SAM status, UEID, NAICS codes, and any potential conflicts of interest.

• Vendors must also provide a detailed breakdown of ongoing license costs, subscription fees, and other recurring expenses, along with a Total Cost of Ownership (TCO) analysis and risk assessment.

• Deliverables include a written Assessment Report, a Presentation of Findings, and supporting documentation.

• Responses must be submitted electronically in Microsoft Word or PDF format, not exceeding 15 pages.

• Questions Regarding the RFI are due by 2:00 PM ET on May 14, 2026.

• Responses to the RFI are due no later than 2:00 PM ET on May 29, 2026.

• Questions and responses should be submitted via email to Joseph Spatafore (jspatafore@fbi.gov) and Harriett Williams (hlwilliams2@fbi.gov).

• This RFI is open to manufacturers for market research.

• Section 508 requires that all software be accessible by individuals with disabilities.

• Responses are voluntary and the FBI will not reimburse costs associated with preparing or submitting a response.

• The FBI is seeking unlimited rights to all intellectual property/data.

• Responses should not include proposals, offers, past performance information, or general corporate experience.
