The IRS LB&I division requires a comprehensive, internet-accessible global company database and integrated research tools. This subscription is crucial for IRS employees to conduct tax audits, analyses, and potential tax assessments, particularly concerning Section 482 transfer pricing and international taxation. The goal is to identify entities involved in aggressive tax avoidance and counter foreign tax adjustments. The system must provide full access, allowing users to export information, save analyses, search sets, and receive future enhancements/updates at no additional cost. The anticipated period of performance is one base year with four option years.
Key Requirements & Information Requested
The IRS is seeking capabilities for a database system that includes:
- Comprehensive Data: Financial data, ownership structures, directors, stock data, country profiles, financial strength, compliance data, news, and filing data for public and private companies globally (current and historical).
- Specialized Databases: Loan, Companies Comprehensive, Monitoring, M&A, and Intellectual Property databases.
- Integrated Tools: Global Reports Module, News Module, Comparison Tool for benchmarking, and a Documents Tool for original filings.
- Access & Support: Available 24/7 for a minimum of 3000 IRS users, with virtual training and help desk support. Vendors are asked to provide company profiles, detailed capability statements on their software's features, geographic coverage (EMEA, Asia/Pacific), archive capabilities (5+ years), download functions, usability, and support offerings. Recommendations for pricing/contract type and estimated total price are also requested.
Submission Requirements
Responses to RFI Number 26-18-APMO must be submitted via email to the primary and secondary points of contact by April 24, 2026, 4:00 PM EST. The maximum email file size is 10 MB. Required attachments include:
- Vendor Response Form (Attachment 2): Do not alter.
- Company Capabilities Statement: 1-page PDF, minimum 11-point font.
- Software Specification Brochure: 2-page PDF, minimum 11-point font.
