Evaluation & Submission

Award will be made to the lowest priced, technically acceptable offeror. Evaluation factors include Technical Approach, Corporate Experience, Safety, and Past Performance. For Corporate Experience (Factor 2), an offeror can use a subcontractor's experience if they perform major/critical aspects and provide a Letter of Commitment, provided the project was Government of Tunisia or U.S. Government owned/located and design-build. Proposals must be submitted via the PIEE Solicitations Module. Offerors must be registered in the Joint Contingency Contracting System (JCCS) and maintain an acceptable risk rating. All CLIN prices must be exclusive of Tunisian VAT, with government assistance for exemption. A distinct, full-time, on-site Site Safety and Health Officer (SSHO) is required.

Additional Notes

A mandatory pre-bid site visit was held on February 9, 2026. Contractors must be licensed and certified to practice in Tunisia. FAR Clause 52.236-1, Performance of Work by the Contractor, has been deleted.
