• Deadline: Base Access Requests must be submitted before the specified due date/time. Late submissions may not be added to the US Government list but may still allow attendance if base access can be obtained independently.

Bidders interested in attending the pre-solicitation site visit must follow these instructions precisely to ensure their personnel can gain access to the base. Failure to comply with the submission requirements and deadlines may prevent attendance.

Pre-Solicitation Notice

This notice informs the public about an upcoming Design Build project for the complete design and upgrade of the AT-6 Storage building interior at Wing 41, Royal Thai Air Force, Chiang Mai, Thailand. The government anticipates issuing a solicitation around May-June 2026.

The project includes, but is not limited to:

• Construction of exterior walls with corrosion resistant mesh over openings to prevent bird entry.

• Installation of roller shutter doors with electric motorized operation and manual override.

• Construction of a temperature-controlled storage room, office room, male rest room, and female rest room.

• Mechanical and electrical system upgrades, including HVAC, power distribution, lighting, and power outlets.

• Fire protection equipment.

• Communications cabling and connections.

• Water supply and wastewater systems. Work will be performed in an active military installation, requiring coordination with host nation stakeholders and adherence to applicable United States and host nation standards.

• Project magnitude is estimated between 100,000 and 250,000 United States Dollars.

• A Pre Proposal Site Visit (PPSV) is tentatively scheduled for May-June 2026. This visit is for familiarization with site conditions and not for answering questions.

• Offerors interested in attending the PPSV must submit a Base Access Request (BAR) by Wednesday, May 20, 2026, 11:00 a.m. Thailand Time.

• Required submissions for BAR include a Personnel Roster in Excel format and a combined identification document in PDF format.

• Submissions must be sent to kannikar@state.gov and cc: nitiwate.dissanont.ln@us.navy.mil and rondel.g.williams.civ@us.navy.mil.

• Email subject format: Notice ID/RFP Number BAR Company Name (e.g., N4008426T4505 BAR ABCX).

• Only two participants per company will be authorized for the PPSV. Contractor vehicles are not permitted on base; Wing 41 will provide transportation.

• This notice seeks to gather names of interested contractors for the site visit.

• No bid package or solicitation is currently available. No reimbursement will be made for costs associated with providing information.

• Technical points of contact will not be provided, and no appointments for presentations will be made.

• All information relevant to the site visit will be posted on SAM.gov.
