Statement of Work (SOW) / Performance Work Statement (PWS)

To implement and expand an existing Real Time Location System (RTLS)/RFID Asset Tracking solution at the VA Long Beach Healthcare System (VALBHS) to improve process improvement, automation efficiency, patient care, safety, and asset management.

• Provide Information Technology (IT) services, hardware, and software for the CenTrak and Infor LBI-based Asset Tracking (AT) system.

• Complete the implementation of the current inactive system and expand its coverage.

• Install necessary hardware, update outdated equipment, and replace parts as approved by Biomedical Engineering.

• Provide software, documentation, installation, end-user acceptance testing, training, warranty services, engineering, and professional services.

• Ensure all applications synchronize with internal VA site time standards.

• Utilize existing Wi-Fi infrastructure where possible, or implement clinical-grade location hardware.

• Align existing maps with Juniper Mist.

• Develop and update Hardware Deployment Design Documents (HDDD) and Final Hardware Deployment Design Documents (FHDDD).

• Provision and install all necessary RTLS hardware, software, and perpetual licenses compatible with existing CenTrak and Infor software.

• Develop and update rendered maps compatible with the Infor LBI application.

• Provide VA ATO-approved system interfaces (e.g., AEMS/MERS, Maximo, PIV/SSOI, Vocera, EHRM).

• Create and execute a Tagging and Commissioning Plan (TCP) for assets, including non-expendable equipment, environmental assets, hand hygiene assets, and staff/patient tags.

• Provide Database and System Administration services, including daily health checks, security compliance, patching, troubleshooting, and dashboard updates.

• Develop and provide an Acceptance Test Plan, including Phase 1 Performance Testing and Phase 2 User Acceptance Testing (UAT).

• Provide training for VA personnel on system operation, maintenance, and administration.

• Provide a minimum one-year warranty covering all new RTLS equipment, hardware, and services post-acceptance.

• Provide 24/7 technical support for critical issues and standard business hours support for other inquiries.

• Location accuracy within 10 meters 90% of the time in Wi-Fi-only locations.

• Clinical Grade Location Accuracy of 100% for performance testing.

• Inoperable devices and tags not to exceed 1% of total infrastructure devices and tags.

• Low Battery List (LBL) not to exceed 2% of total infrastructure devices and tags.

• Response and resolution times for technical support requests based on severity levels.

• Performance Period: 12 months from date of award.

• Place of Performance: All buildings within the VA Long Beach Healthcare System main campus (5901 E 7th St. Long Beach, CA 90822).

• Contractor personnel must be fully qualified Field Service Engineers (FSEs) and certified by OEMs (CenTrak and Infor LBI).

• Compliance with VA Handbook 0735 – HSPD-12 Program for contractor badging (up to 30 days processing time).

• Mandatory training through VA’s electronic Training Management System (TMS).

• Adherence to infection control and health and safety requirements.

• Cabling must comply with EIA/TIA 568B, 569, EIA/TIA 606, and BICSI Standards.

• All personnel must complete mandatory VA TMS training before badge issuance.

• Contractor is responsible for all travel costs.
