Sources Sought / Request for Information (RFI)

This notice is for information and planning purposes only to gauge industry interest and capability for a potential requirement. It does not constitute a solicitation or commitment to award a contract. The government is seeking information regarding a new headworks combined rag and grit removal system for the Regional Wastewater Treatment Facility (RWWTF) at Cape Canaveral Space Force Station, FL.

• Procure, install, and commission a new headworks combined rag and grit removal system.

• The system must replace existing "JWC Muffin Monster" rag removal and "Pista-Grit" grit removal systems.

• Salient Characteristics:

  • Screens to 2mm without blinding (particulate matter, rags, and grit).
  • Includes all necessary valves, piping, and appurtenances to integrate with the existing system.

• The available space for equipment is 6'4" W x 23' L.

• Available power sources are specified for both rag and grit removal panels.

• The contractor shall procure one (1) single, integrated unit performing both rag removal and grit classification.

• The government anticipates considering this requirement for a small business set-aside program.

• Proposed NAICS Code: 333310, with a size standard of 1000 employees.

• Interested parties should submit a capabilities package demonstrating company capabilities, including examples of commercial sales and product specifications.

• Responses should indicate if the respondent is a manufacturer or provide the name and size of the manufacturer.

• Capabilities packages should not exceed 5 pages.

• Responses must include UEI, Cage Code, SAM registration expiration date, and GSA contract number/expiration date (if applicable).

• Companies are requested to propose a pricing schedule.

• Responses are due by 1:00 PM Eastern on April 15, 2026.

• Submit responses electronically to ray.scott.4@spaceforce.mil, referencing RFI # FA252126QA001.

• The government is interested in a small business capable of meeting this requirement.

• Potential sources should indicate their business size (annual revenues, employee size) and business status (e.g., 8(a), SDVOSB, WOSB, EDWOSB, small business).

• Interested parties or potential contractors must be registered with the System for Award Management (SAM).

• This is not a request for quote or a commitment to contract.

• No payment will be made for information requested or costs incurred in developing responses.

• Responses are not considered offers.

This document provides photographic reference and dimensions for the installation space of a new headwork system with combined rag and grit removal capability. It is intended to help bidders visualize the approximated space and layout.

• Photos of the existing worksite, illustrating the space where the new system will be installed.
• Dimensions of the available space: 6'4" Wide x 23' Long.
• Note that all existing equipment will be demolished and is not part of the new installation.

This attachment provides critical spatial information for bidders to assess the feasibility and scope of installing the new headwork system. It clarifies the physical constraints of the installation site.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project requires the contractor to procure, install, and commission a new, integrated package headworks system that combines rag and grit removal at the Regional Wastewater Treatment Facility (RWWTF). The goal is to replace the existing, failing "JWC Muffin Monster" rag removal and "Pista-Grit" grit removal systems.

• Procure, install, and commission one (1) single, integrated unit for rag and grit removal.

• The system must be capable of screening to 2mm without blinding (particulate matter, rags, and grit).

• Provide all necessary valves, piping, and appurtenances to integrate the new unit with the existing system.

• Demolish and dispose of the existing JWC Muffin Monster and Pista-Grit systems, including associated piping, supports, and electrical components. Some portions of the Pista-Grit system may need to be abandoned in place with approval.

• Install the new headwork system in accordance with manufacturer's instructions and applicable codes.

• Coordinate and provide manufacturer's field services for system start-up, commissioning, and a minimum of two (2) days of operator training.

• Ensure the JWC Muffin Monster system remains operational until the final tie-in to the new system to minimize downtime of rag removal capability.

• Period of Performance: 259 Calendar days from Notice to Proceed (NTP).

• Place of Performance: Facility 54731 at the Regional Wastewater Treatment Facility (RWWTF).

• FDEP Permit Revisions: Contractor is responsible for preparing and submitting a complete permit revision application package to the FDEP, including drawings, technical data, and forms, and obtaining a Florida-licensed Professional Engineer's stamp.

• Applicable Documents: Contractor must conform to the latest editions of applicable federal, state, and local laws, codes, and industry standards, including but not limited to UFCs, ASME, ANSI, NFPA, NEC, EPA regulations, NEPA, AWWA Standards, and FDEP regulations.

• Safety: Demolition activities must eliminate safety hazards, and any openings must be filled or covered with appropriately rated grating.

• FDEP Permit Revision Application Package (with PE stamp and documentation).

• One (1) fully functional headwork system.

• Regular written progress reports (biweekly).

• As-built drawings of the final electrical, mechanical, and plumbing layout.

• Final closeout documentation, including equipment operation & maintenance manuals and warranty information.
