The project involves replacing the low slope single-ply PVC roof on Building A, a four-story, concrete-framed courthouse constructed in 1937 (approximately 123,900 gross sq ft). The existing PVC roof is estimated to be 20 years old and at the end of its lifespan, with multiple temporary repairs and significant leakage, particularly associated with skylights. The roof replacement will require coordination with concurrent cooling system upgrades. Attachment 1 - Building B Roof Drawings is provided for reference regarding general roof conditions and design considerations, though the primary project is for Building A.
Anticipated Contract Details
The anticipated contract type is a Single Award Construction Contract with a Fixed Price (Lump Sum) structure. The estimated Period of Performance (POP) is 8 months for the base contract, with a total of 9 months including closeout. Bonding requirements include Performance Bond, Payment Bond, and Bid/Offer Bond. The anticipated construction start is Summer 2026, subject to funding and procurement timelines.
Eligibility Requirements
For potential future solicitations, contractors should demonstrate experience in:
- Permitting and constructing projects at occupied and historic buildings.
- Performing flat roof replacements of similar scope, complexity, and scale.
- Successful delivery of at least three (3) roof installation/replacement projects within the last ten (10) years.
- Working with government/municipal entities, including familiarity with the Davis Bacon Act, prevailing wage, and applicable labor standards.
