Scope of Work
The service must provide continuous access to a broad spectrum of public records, including identity, criminal, civil, financial (FCRA and non-FCRA), and asset information. Key requirements include:
- Automated record checks and proactive alerts within 24 hours for derogatory information.
- Seamless integration with the government's National Background Investigation Services (NBIS) platform, delivering machine-readable data.
- Robust technical support and focus on data quality.
- Entity resolution matching at least 99% of the enrolled population with high confidence.
Operating Environment & Security
The solution, data, and personnel must possess and maintain a SECRET security clearance. All work must be performed by U.S. persons, complying with DD Form 254 and NISPOM. Strict adherence to federal data protection mandates such as the Privacy Act of 1974 and FISMA is required, with all data encrypted in transit and at rest. Any data breach must be reported within one hour.
