Statement of Work (SOW) / Performance Work Statement (PWS)

To procure annual support contracts for the Marquis Project Parking System, including related software and services, for the Department of Veterans Affairs (VA) Institute for Learning, Education and Development (ILEAD) in Saint Louis, MO, and Salt Lake City, UT.

This document outlines the requirements for the Marquis Project Parking System SLA, which includes:

The support covers remote software support for Marquis Project Parking, Workspace Sync, and Fotonflite Remote Services. The contractor is required to provide off-site maintenance support on a 24/7/365 basis via telephone, email, or VPN. Critical issues must be resolved within 24 hours, and non-critical issues within 72 hours, unless major code modification or hardware replacement is needed. The contractor must also install manufacturer patches and fixes, coordinate maintenance activities with the COR, and perform maintenance outside of business hours.

• Period of Performance: One year from the award date, with four one-year option periods.

• Place of Delivery/Installation: Remote software support to be delivered to ILEAD Jefferson Barracks VAMC (Saint Louis, MO) and ILEAD Wallace F. Bennett Federal Building (Salt Lake City, UT).

• Contract Type: Firm Fixed-Price.

• Records Management: Contractor must comply with all applicable records management laws, regulations, and NARA policies. All data created for Government use is considered a Federal record. Contractor employees must complete ILEAD-provided records management training. The ILEAD owns the rights to all data and records produced under the contract.

• Adaptability: The contractor must remain adaptable to potential future changes in the VA's organizational structure, processes, and priorities.

• Deliverables: The following SLAs are due at contract award:

  • Annual Support: Marquis Project Parking System – STL
  • Annual Support: Marquis Project Parking System – SLC
  • Annual Support: Workspace Sync – 60TB
  • Fotonflite Remote Service
  • Fotonflite Client License

Solicitation / RFP / RFQ

This solicitation is for annual support services for the Marquis Project Parking System, Workspace Sync (60TB), and Fotonflite Remote Service. The services are for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity – Central (PCAC).

• Annual Support for Marquis Project Parking System (St. Louis and Salt Lake locations).

• Annual Support for Workspace Sync (60TB).

• Fotonflite Remote Service.

• Fotonflite Client License.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base Year (April 22, 2026 - April 21, 2027) with four (4) option years.

• Estimated Value: $34 Million (This appears to be an estimate for the total contract value).

• Quotes must be submitted electronically via email to Rachael Avery and Kymberly Morgan by the date and time specified in Block 8 of the SF-1449.

• Quotes must include three parts: Technical, Price, and Signed Offer/Other Required Submissions.

• Technical quotes are limited to 10 pages (12pt font, single-sided).

• Evaluation Approach: Lowest Price Technically Acceptable (LPTA).

• Offerors must be an OEM, authorized dealer, authorized distributor, or authorized reseller, confirmed by an authorization letter.

• Offerors must be registered in SAM.gov.

• Offerors must provide their SAM UEI number, CAGE code, and Federal TIN.

• Quotes must remain valid for at least 30 calendar days.

• NAICS Code: 541519 - Other Computer Related Services.

• Size Standard: $34 Million.

• The solicitation indicates it is "UNRESTRICTED" but also checks "SMALL BUSINESS" as a set-aside option.

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, service contract labor standards, and cybersecurity.

• Payment will be made by Electronic Funds Transfer (EFT).
