Quick Summary
The Department of Veterans Affairs (VA), specifically the Technology Acquisition Center NJ (36C10B), is conducting market research through a Sources Sought / Request for Information (RFI) for a WILMAC Call Recording Extraction Service. The VA requires a solution to extract, decrypt, standardize, and archive hundreds of millions of legacy call recordings from existing Calabrio One, Avaya, and Verint platforms. This effort is critical for National Archives and Records Administration (NARA) compliance and to facilitate the decommissioning of these legacy systems as part of a broader technology transformation. This RFI is designated as a Total Small Business Set-Aside.
Scope of Work
The VA seeks a solution that can:
- Extract & Decrypt: Securely extract and decrypt all call recordings and associated metadata from Calabrio (main and legacy) and Avaya/Verint environments, utilizing existing Thales KMS credentials.
- Standardize & Archive: Convert audio files to an open-standard WAV format with metadata, consolidating them into a single, compliant archive.
- NARA Compliance: Implement NARA-compliant variable retention policies based on call type (e.g., crisis, benefits, healthcare), including automatic purging and legal hold capabilities.
- Platform Requirements: The solution should be a browser-based SaaS application, deployable on-premise or in a customer-provisioned cloud (AWS, Azure), and support FedRAMP compliance.
- Security & Compliance: Adherence to VA Critical Security Controls, Zero Trust principles, Section 508 accessibility standards, VA Technical Reference Model (TRM), and IPv6-Only environments is mandatory.
- Deliverables: Key components include a Continuity Replay base package, remote professional services for installation and training, audio file format conversion, and customer-provided compliant storage. Optional line items for file overage tiers are also outlined.
