• Part IV: Explanation: Requires detailed explanations for claimed exemptions, including the specific agreement, basis for eligibility, countries of origin, and allocation of contract price between exempt and nonexempt amounts.
• Part V: Certificate: A sworn statement by the foreign person or authorized representative.

Foreign entities bidding on U.S. federal contracts may need to complete and submit this form to claim tax exemptions. Bidders should review the form and its instructions to understand the requirements for certifying their eligibility for tax relief, which could impact the overall cost of performing the contract. The acquiring agency will require this form to determine withholding obligations.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal bus transportation services for the D-Day 82nd Annual D-Day Commemoration Ceremony in Normandy, France, supporting U.S. Army Europe and Africa (USAREUR-AF).

• Provide charter bus transportation for Soldiers to various locations and ceremonies throughout Normandy, France.

• Transport approximately 600 passengers simultaneously, utilizing 50-passenger and 25-passenger buses.

• Specific support required on June 5, 2026, for "USAREUR-AF Airborne Days" with three 50-passenger buses.

• Bus routes and ceremony locations will be provided post-award.

• Contractor personnel must wear uniforms and identification badges.

• Drivers must be licensed and insured according to French laws and regulations.

• Buses must be kept clean and sanitized.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Key performance objectives include compliance with PWS provisions, management operations, contractor-furnished items, specific tasks, and applicable publications.

• Performance thresholds generally require >95% compliant rate or 0 safety/environmental discrepancies.

• Period of Performance (POP): May 31, 2026 – June 9, 2026.

• Radius of operation: Approximately 200 kilometers from Sainte-Mère-Église, Normandy, France.

• Contractor must comply with all applicable French laws and regulations, including safety and environmental standards.

• Personnel must undergo background checks and adhere to security requirements (e.g., identification badges, OPSEC).

• Drivers must not operate under the influence of alcohol or drugs and are prohibited from smoking on buses.

• Contractor must provide key personnel: an English-speaking Program Manager (PM) and an Alternate PM.

• Specific deliverables include QCP, initial installation pass log, key personnel information, OCI plan, host nation safety notifications, and driver qualifications.
