This Request for Quote (RFQ) seeks offers for firm-fixed-price catering services for the AY27 NSS-REP/NSS-DEP hosted by the USAWC Commandant. The Government reserves the right to modify the Purchase Description.

• Provision of catering services as detailed in the Performance Work Statement (PWS).

• Offers must include Volume 1 (Acknowledgement and All Other Information), Volume 2 (Technical Quote), and Volume 3 (Price).

• Contract type: Firm-fixed-price.

• Submission: Offers must be submitted electronically via email to Jennifer Wohlford (jennifer.a.wohlford.civ@army.mil) with a copy to Christine Cairo (Christine.a.cairo.civ@army.mil) by the closing date and time on the RFQ.

• Inquiries: All questions must be submitted via email by 5:00 PM EST on May 5th, 2026. Responses will be provided via RFQ modifications. Telephone inquiries will not be accepted.

• Evaluation: Quotes will be evaluated using Lowest Price Technically Acceptable (LPTA) procedures.

  • Factor 1: Technical: Evaluates consistency with PWS requirements.
  • Factor 2: Past Performance: Assesses the probability of meeting requirements based on recent (within 3 years), relevant performance (similar nature, size, complexity). Three examples are required.
  • Factor 3: Price: Will not be scored but will be evaluated for reasonableness, completeness, and accuracy.

• Small business joint ventures must submit specific representations as per FAR 52.212-3(c) and 52.219-1(c) for categories including Small Business, SDVOSB, WOSB, EDWOSB, or HUBZone.

• Electronic submissions by facsimile will not be accepted.

• The government contracting office is closed on Holidays and Weekends.

• Volume 3 (Price) must be a separate PDF and cannot be combined with Volumes I & II.

• Provision of catering services for specific dates in June 2026.

• Specific events include NSS-REP lunches and dinners, and NSS-DEP lunches and dinners.

• Quantities range from 30 to 168 servings per event.

• Pricing Arrangement is Firm Fixed Price.

• Offer Due Date: 07 MAY 2026 at 07:00 AM

• Period of Performance for individual services ranges from 01 June 2026 to 01 September 2026.

• This is an "Invitation for Quote (RFQ)" solicitation.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, 52.212-4, and 52.212-5.

• DFARS clauses are also incorporated by reference and in full text, including those related to Wide Area WorkFlow (WAWF) payment instructions.

• Offerors must submit invoices and receiving reports through WAWF.

• The acquisition is set aside for "UNRESTRICTED" or "SMALL BUSINESS."

• The Performance Work Statement (PWS) is attached as an exhibit.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide catering services for the USAWC Academic Operations/DDE for civilian, military, and international personnel attending the National Security-Resident Education Program (NSS-REP) and National Security-Distance Education Program (NSS-DEP) during Academic Year June 2026.

• Provide non-personal catering services, including food and beverages, food service/display items, decorations, table linens, eating and serving cutlery, plates, cups/glasses, and napkins.

• Services include lunch and dinner meals for NSS-REP (June 1-3, 2026) and NSS-DEP (June 22-24, 2026).

• Contractor shall provide all personnel, equipment, supplies, and services not specified as government-furnished.

• Menus will be buffet-style hot lunches or sandwich/salad bar with soup, accommodating estimated headcounts of 100-265 people.

• Must accommodate special dietary needs (allergies, vegan, vegetarian, kosher) and label all food items with ingredients.

• Contractor is responsible for setup, service, collection of used items, refuse disposal, and replenishment of food/beverage items.

• Meals provided for NSS-REP (June 1-3, 2026) and NSS-DEP (June 22-24, 2026).

• Standard: No more than 7 customer complaints.

• Surveillance Method: Customer Feedback.

• Period: June 1-3, 2026 and June 22-24, 2026.

• Place of Performance: Government facilities at Carlisle Barracks, PA and Army Heritage Education Center, Carlisle, PA.

• Non-personal services contract.

• Contractor personnel must maintain professional appearance and grooming.

• Required training for Contractor employees: Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training, with certificates submitted within 30 days of contract award or employment.

• Contractor must comply with installation access and security requirements.

• Contractor shall not cite contract information on marketing tools or company websites.

• Organizational Conflict of Interest (OCI) mitigation plan may be required.

• Government will provide facilities and utilities; Contractor will provide food, beverages, and most service items. Tables will be provided by the Government for Root Hall and AHEC, and by the vendor for LVCC.
