This sole source action is deemed necessary due to urgency and the need to avoid serious injury to the Government, as failure to complete the repair would prevent the vessel from meeting its C5ILO Key Event certification and negatively impact subsequent tests and availability completion. Competing this requirement would result in unacceptable delays, pushing completion past the critical April 6, 2026, date. CMSD is uniquely positioned to perform this work as the incumbent contractor already conducting repairs on the ship at the San Diego, CA location.
