Quick Summary

This document is a Justification and Approval (J&A) for a sole source contract action by the Department of the Navy / SOUTHWEST REGIONAL MAINT CENTER. It authorizes the addition of a new work item to an existing contract (N00024-25-C-4429) with Continental Maritime of San Diego (CMSD) for the USS RUSSELL (DDG-59) Fiscal Year 2025 (FY25) Docking Restrictive Availability (DSRA). The work involves the repair of Electronic Cooling Water (ECW) Supply Piping, valued at $79,763.80, and is critical for the vessel's C5ILO Key Event by April 6, 2026.

Purpose & Justification

The purpose of this J&A is to justify the use of other than full and open competition for a critical repair on the USS RUSSELL (DDG-59). The need for this repair arose from a pinhole leak and subsequent 4-inch crack identified during an attempted off-contract repair. This sole source action is deemed necessary due to urgency and the need to avoid serious injury to the Government, as failure to complete the repair would prevent the vessel from meeting its C5ILO Key Event certification and negatively impact subsequent tests and availability completion. Competing this requirement would result in unacceptable delays, pushing completion past the critical April 6, 2026, date. CMSD is uniquely positioned to perform this work as the incumbent contractor already conducting repairs on the ship at the San Diego, CA location.

Scope of Work

The specific work item is 532-11-002: Repair of Electronic Cooling Water (ECW) Supply Piping. This repair is essential for the operational readiness of the USS RUSSELL (DDG-59).

Contract Details

  • Contract Number: N00024-25-C-4429
  • Contractor: Continental Maritime of San Diego (CMSD)
  • Contract Type: Firm Fixed Price
  • Estimated Value (Work Item): $79,763.80
  • Delivery Date for USS RUSSELL FY25 DSRA: June 5, 2026
  • Place of Performance: San Diego, CA

Eligibility / Set-Aside

This action is being taken under sole source authority (10 U.S.C. § 3204(a)(1) and FAR 6.302-1) due to the urgent and critical nature of the repair and the impracticality of another company performing the work during the current availability. Market research beyond the existing contractor was not conducted due to these circumstances. Future contracts of this nature will be awarded through full and open competition where appropriate.
