Scope of Work

• Product: Water-resistant, water-activated, paper overall gummed tape, 3 inches wide x 450 feet long, conforming to CID A-A-1671, and reinforced. Material is paper, color A/A, with adhesive on one side. U-LINE P/N: S-2351 or Equal.
• Quantity: 3,500.00 RO (Rolls).
• Packaging: No special packaging requirements.
• Pallet Requirements: Material must be shipped on serviceable, winged pallets in accordance with MD00100452, Revision C (09/2016). Pallets must be heat treated, certified, and stamped/branded per DOD Manual 4140.65-M.
• Inspection/Acceptance: Acceptable Proof of Delivery documents include Shipping Documentation, Materials Inspection and Receiving Report (DD250), Bill of Lading, Packing List, Tracking/Delivery Confirmation, or Invoice. Proof of Delivery must include contract number, delivery order number (if applicable), CLIN/Material number, specific quantity shipped, and printed name/signature of a Government employee.
• FOB: Destination.

Submission & Evaluation

• Submission Method: Quotes must be submitted electronically via email to Benjamin.Samsel@dla.mil. Facsimile and hard copy submissions will not be accepted.
• Quote Preparation: Quotes must include all required documentation and be organized into three volumes: Technical/Business Capability, Past Performance, and Pricing & Administrative. Specific formatting for Controlled Unclassified Information (CUI) must be followed.
• Evaluation: Award will be made to the acceptable quoter with the lowest evaluated price. Technical Capability and Past Performance will be evaluated on an acceptable/unacceptable basis. The Government reserves the right to award based on initial quotes received without discussions.

• Payment: Invoicing and payment will be processed through Wide Area WorkFlow (WAWF).
• Organizational Conflict of Interest: Contractors are ineligible from participating in procurements arising from services provided under this contract.
• Protests: Agency level protests can be filed with the contracting officer or an independent review by the Chief Contracting Officer (CCO).
