DDSP Repair of Damaged Trailers

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform repairs on three damaged trailers.

• Pick up trailers from Defense Distribution Center, Susquehanna, transport to contractor's facility, and return them upon completion of repairs.

• Repairs include removal/repair/replacement of trailer components, including side ribs, roof, and flooring.

• Specific tasks for each CLIN (Contract Line Item Number) are detailed:

  • CLIN001 (Trailer, Semi, 20T Van): Repair damaged support rib and panel on the left side, including removal of damaged parts, installation of a new rib, and sealing/patching.
  • CLIN002 (Trailer, Semi, 6T-10T Van): Replace fiberglass roof with a metal roof, including removal of the old roof and ribs, preparation, and installation of new components.
  • CLIN003 (Trailer, Semi, 20T Van): Replace the trailer floor, involving cutting out the dock plate, removing old decking, inspecting and repairing cross members, installing new decking, and reinstalling the dock plate.

• CLIN004 (Additional Maintenance Needs): Covers unforeseen maintenance tasks discovered during repairs, requiring vetting and approval.

• All repairs must be completed according to manufacturer's specifications.

• The contractor is responsible for all supplies and materials, including primer and paint for protection.

• Pick-up and return of trailers to Defense Distribution Center, Susquehanna.

• Specific duration not stated, but implies completion of repairs for the listed trailers.

• Welding, repairs, and installations must adhere to manufacturer's specifications.

• Repairs must be coated with primer and paint.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to establish a firm-fixed-priced purchase order for the repair of three damaged trailers. The procurement is a 100% small business set-aside.

• Repair of three specific trailer models:

  • Trailer, Semi, 20T Van (Model: VXP53)
  • Trailer, Semi, 6T-10T Van (Model: Research)
  • Trailer, Semi, 20T Van (Model: 011A-1EAU)

• Additional maintenance needs are available under CLIN 0004, but should not be quoted unless needed.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: Base period from February 9, 2026, to August 8, 2026.

• Product Service Code (PSC): J023 (Maintenance, Repair and Rebuilding of Equipment: Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles)

• North American Industry Classification System (NAICS) code: 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance) with a size standard of $12.5M.

• Closing Response Date: January 28, 2026, 1200 EST. Failure to submit by this date may result in non-consideration.

• Quotes must be submitted electronically via email to adrienne.hawkins@dla.mil.

• Quotes must be submitted in whole cents.

• Evaluation will be based on compliance with solicitation terms and conditions, laws, regulations, and the total overall lowest price.

• Past performance will be evaluated on an acceptable/unacceptable basis.

• This acquisition is a 100% small business set-aside.

• Offerors must be registered in the System for Award Management (SAM).

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• The contract will be awarded as a purchase order on a Standard Form (SF) 1449.

• This is a non-personal services requirement.

• Attachment 1 contains the Statement of Work (SOW).
