• Technical Capability and Past Performance will be evaluated on an acceptable/unacceptable basis.

• Prices will be evaluated for reasonableness and the lowest overall price will be the determining factor.

• Quoters must hold prices firm for 60 calendar days from the quote receipt date.

• This solicitation is a 100% Small Business Set-aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Maintain Improved Grounds: Performance thresholds range from 'Excellent' (0 defects) to 'Unsatisfactory' (more than 5 defects).
• Maintain Semi-Improved Grounds: Similar performance thresholds as improved grounds.
• Maintain Un-Improved Grounds: Threshold of 'Excellent' (0 defects) to 'Unsatisfactory' (1 defect).
• Maintain Vegetative Beds, Inert Beds and related Areas: Performance thresholds range from 'Excellent' (0 defects) to 'Unsatisfactory' (more than 5 defects).
• Debris, Trash and Litter Policing: Performance thresholds range from 'Excellent' (0 defects) to 'Unsatisfactory' (more than 5 defects). Surveillance methods include customer complaints, 100% inspection, and periodic validation.

The growing season is considered to be March 1st through October 31st. Services are to be performed at DLA Distribution Warner Robins.

• Government Furnished Property: None will be provided.
• Government Services: Police and fire protection will be provided. Ambulance service is available on a cost reimbursement basis.
• Communication: Contractor must establish a telephone number/cell phone for primary communication.
• Solid Waste: Contractor must use existing bulk containers and adhere to base recycling programs.
• Reporting: Regular reports are required, including a monthly chemical spray report and a final hazardous materials inventory report.
