Performance Work Statement (PWS)

This PWS outlines the requirements for software support, configuration, implementation, integration, testing, deployment, training, maintenance, and technical support for the Department of Veterans Affairs (VA) Financial Services Center's (FSC) Electronic Claims Adjudication System (eCAMS).

• Provide a claims adjudication system (eCAMS) that can process and prepare healthcare claims for payment.

• The software must be scalable to an estimated annual volume of 30 million claims and support up to 5,000 concurrent users.

• Offer either a perpetual license or a transaction-based license that can transition to perpetual.

• Deliverables include software product/license, implementation and project management, operations and maintenance (O&M), software technical support, patches for bugs and issues, software updates, and quality improvement services.

• Contractor shall follow an Agile Methodology and the Veteran Focused Integration Process (VIP).

• Software must meet specific technical requirements for member management, benefit administration, provider management, fee schedules, authorizations, data input, claims adjudication, customer management, financials, correspondence, reporting, security, and data exchange.

• Security requirements include compliance with FISMA, NIST, FIPS, and VA security standards, with a High Impact security categorization level.

• Claims adjudication should achieve a minimum of 85% auto-adjudication with straight-through processing.

• Response times on the user interface should not exceed three seconds.

• Performance Period: One 24-month base period from date of award, followed by three (3) 12-month option periods.

• Place of Performance: Contractor's facilities, with potential work at the VA-FSC facility in Austin, Texas (limited to 10 personnel at any given time).

• Adherence to numerous federal laws, regulations, directives, and handbooks related to information security, privacy (HIPAA), accessibility (Section 508), and IT standards (e.g., FISMA, NIST, FIPS, TIC, IPv6, HSPD-12).

• Contractor personnel require background investigations.

• Compliance with VA Technical Reference Model (TRM) and Enterprise Architecture.

• Use of Government Furnished Equipment (GFE) is required for certain tasks.

Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA) Financial Services Center (FSC) for information and planning purposes only. The VA is seeking to understand the market for replacing its current medical claims adjudication and processing system for healthcare claims transactions.
