Decking Hardware & Lumber Material Procurement Package for Saylorville Lake Visitor Center

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for the procurement of hardware and lumber for decking repair at the Saylorville Lake Project Office in Johnston, Iowa. The contractor will be responsible for furnishing, packaging, labeling, and delivering the specified materials.

• Bill of Materials (BOM): Includes specific quantities of structural connectors, hardware (joist hangers, anchors, nails), treated Southern Yellow Pine lumber (various dimensions and grades), treated Glu-Lam beams, fasteners (screws, bolts, nuts, washers), and protective tape.

• Material Standards: All materials must meet specified industry standards (AWPA, ASTM), be new and unused, and comply with manufacturer requirements. Treated lumber must be #1 or #2 grade, ground-contact rated, and pressure-treated per AWPA UC4A or higher. Glu-lam beams must be treated for exterior exposure and rated for structural load-bearing applications.

• Packaging, Marking, and Labeling: Items must be packaged to prevent damage, lumber banded and protected from moisture, hardware boxed and labeled, and pallets clearly marked with contract number, item description, quantity, and delivery location.

• Delivery FOB Destination: Within 14 days of contract award.

• Delivery Location: 5600 NW 78th Avenue, Johnston, Iowa 50023.

• Delivery Hours: Monday-Friday, 7:00 am – 3:00 pm, excluding federal holidays.

• Coordination: Delivery must be coordinated at least 48 hours in advance with the POC (Jake Kidman, 515-710-9744).

• Inspection and Acceptance: USACE will inspect materials upon delivery for correct quantities, compliance with specifications, damage/defects, and proper documentation.

• Warranty: Standard manufacturer warranty applies; defective materials must be replaced at no additional cost.

• Submission Deadline: Offer due date is March 26, 2026, at 10:00 AM.

• Submission Method: Submit offers via email in PDF format to Jake T. Anderson (jake.t.anderson@usace.army.mil). Include the Solicitation Number in the subject line.

• Required Information: Offerors must complete Block 17a and Blocks 30a, 30b, 30c on the SF1449, fill in itemized unit prices and total contract value on PDF pages 8-9, and include the cover page with their offer.

• Technical Questions: Submit technical questions directly to Jake T. Anderson.

• This acquisition is a total small business set-aside.

• Contractors must be currently registered in the System for Award Management (SAM) database.

• Substitutions are not permitted without prior written approval from the Contracting Officer.

• Invoices must be sent to Phillip Rustad (phillip.d.rustad@usace.army.mil).

• Payment will be made via Wide Area WorkFlow (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish, package, label, and deliver specific construction materials to the Saylorville Lake Visitor Center in Ankeny, Iowa.

This document details a Bill of Materials (BOM) for required items, including:

• Structural Connectors & Hardware: Various joist hangers, concealed flange hangers, anchors, flat washers, and joist hanger nails.

• Lumber: Treated Southern Yellow Pine (SYP) in specific dimensions and grades (#1 or #2, ground-contact rated, treated per AWPA UC4A or higher).

• Glu-Lam Beams: Treated beams (3-1/2" x 11-7/8") rated for exterior exposure and structural load-bearing applications.

• Fasteners & Specialty Screws: Bronze Star Screws.

• Protective Tape: Super Seal Joist Tape in two widths.

• All materials must be new and unused.

• Materials must comply with applicable industry standards (AWPA, ASTM, manufacturer requirements).

• Simpson Strong-Tie components must be genuine and manufacturer-certified.

• Treated lumber must meet AWPA Standards (UC4A minimum for ground contact), ASTM D1990, and have grade stamps from an accredited agency.

• Glu-lam beams must meet ANSI A190.1, APA/EWS certification, and exterior-rated adhesive requirements.

• Fasteners and anchors must meet ICC-ES approvals and ASTM A153 or equivalent for galvanization.

• Packaging must prevent damage during transport; lumber must be banded and protected from moisture; hardware must be boxed and labeled.

• Pallets must be clearly marked with contract number, item description, quantity, and delivery location.

• Delivery FOB Destination: Saylorville Lake Visitor Center, 8250 NW Horseshoe Rd, Ankeny, Iowa 50023.

• Delivery must be within 14 days of contract award.

• Deliveries must occur Monday-Friday, 7:00 am – 3:00 pm, excluding federal holidays.

• Substitutions are not permitted without prior written approval from the Contracting Officer (KO).

• Contractor must coordinate delivery at least 48 hours in advance with the POC (Jake Kidman).

• A delivery ticket must accompany each shipment.

• Partial shipments require prior approval.

• USACE will inspect materials upon delivery for correct quantities, compliance with specifications, damage/defects, and proper documentation.

• Materials failing inspection must be replaced at no cost to the Government.

• All materials carry a standard manufacturer warranty; defective materials must be replaced.
