Scope of Work
The contractor will provide non-personal services for declassification review, action tracking, and administrative support. This includes processing records for:
- Automatic Declassification (AD)
- Freedom of Information Act (FOIA)
- Mandatory Declassification Review (MDR)
- Security Review (SR)
- Department of State Foreign Relations of the United States (FRUS)
- Special Review Requests (SRR)
Services involve reviewing records, making declassification determinations, and managing associated documentation. The work will primarily be performed at Government facilities within the National Capital Region (NCR), including the Pentagon and National Declassification Center at NARA. Key personnel requirements include an On-site Project Manager, Administrative Support Specialist, NARA Support Analyst, and four Senior Analysts.

- Contract Type: Firm-Fixed-Price (FFP)
- Product Service Code: R408 (Program Management/Support Services)
- Period of Performance: A base period from July 25, 2026, to July 24, 2027, with option periods extending through January 24, 2032. The total contract duration, including exercised options, shall not exceed 54 months. Optional SURGE (30%) may be included.
- Place of Performance: Washington, DC (Pentagon, NARA, NCR).
- Eligibility: Only SeaPort NxG Prime Contract Holders with an active Top Secret Facility Clearance (FCL) accredited for SCI storage. Personnel must possess an active Top Secret (TS) clearance with SCI eligibility (Government will not sponsor).
Submission & Evaluation
This is a two-step, best-value tradeoff source selection process:
- Step One (Experience & Eligibility): Submit a description of experience on similar contracts (max 2 pages) and attest to SeaPort NxG Prime Contract Holder status and Top Secret FCL.
- Deadline: June 15, 2026, at 9:00 AM EST.
- Step Two (Technical & Price Quote): Viable competitors from Step One will be invited to submit a technical and price quote.
- Evaluation Factors: Management Approach, Past Performance (equally weighted and more significant than Price).
- Quotes Due: July 10, 2026, at 9:00 AM EST.
Additional Information
- A Quality Assurance Surveillance Plan (QASP) and Contract Administration Plan are in place, detailing COR responsibilities and performance monitoring. Contractors must implement their own Quality Control Program (QCP) and adhere to defined Acceptable Quality Levels (AQLs).
