Statement of Work (SOW) / Performance Work Statement (PWS)

To provide technical conservation services to National Parks in the Northeast Region (Interior Region 1) under the guidance of the Historic Architecture, Conservation, and Engineering (HACE) division, supporting the National Park Service's mission to preserve cultural resources.

• Provide technical conservation services for historic artifacts.

• Execute collection-wide preservation and preventive treatment plans and surveys.

• Conduct treatments, research, and training.

• Perform conservation laboratory projects, including technical analysis, testing, and treatment of historic and artistic items.

• Develop treatment plans in consultation with park curators and senior conservators.

• Provide comprehensive written documentation for each item treated, including photographic records.

• Conduct on-site assessments and treatments for artifacts too large or fragile for transport.

• Arrange for procurement and delivery of necessary conservation supplies for on-site treatments.

• Undertake on-site conservation assessments of museum exhibit and storage facilities, and object-specific surveys of park collections.

• Specific projects include: Collection Condition Survey of Bishop White House (max 125 hrs), Collection Condition Survey for Todd House (max 120 hrs), Survey Plaster Moulds at Saint-Gaudens NHP (max 125 hrs), Clean and Preserve Bronze Doors and Windows at Saratoga Monument (max 150 hrs), Survey Museum Collections at Statue of Liberty and Ellis Island (max 160 hrs), and Conservation Treatment for Prioritized Museum Objects at Women's Rights NHP (max 250 hrs).

• Compliance with OSHA and NIOSH regulations.

• Adherence to NPS guidelines and protocols for record-keeping.

• Work performed within the standards of the American Institute for Conservation (AIC) Code of Ethics and Guidelines.

• Treatment reports, including "before" and "after" digital images, are required for specific projects.

• Primary duty location: Boott Mill, 115 John Street, Lowell, MA.

• Occasional site visits to Northeast Region Parks are required.

• Work hours are typically Monday through Friday, 8:00 A.M. to 4:30 P.M. (core hours).

• Contractor must provide a professionally trained Conservator with experience in Decorative Artifacts conservation.

• Personnel require a National Agency Check and Inquires (NACI) background investigation.

• Personnel require a Federal government-issued Personal Identity Verification (PIV) credential (approx. $350.00 cost borne by contractor).

• Contractor personnel must comply with all NPS and DOI computer security guidelines and requirements, including annual DOI Security Training.

• Contractor must provide resumes or other documentation to verify credentials upon government request.

• Travel, shipping, and materials purchases are the responsibility of the contractor, with Not-To-Exceed (NTE) amounts specified for individual projects. Travel expenditures are restricted to GSA guidance limits.
