Quick Summary
The Department of the Air Force's Metrology and Calibration Program (AFMETCAL) is conducting market research through a Request for Information (RFI) / Sources Sought to identify potential sources for a Dedicated Oxygen Clean Pressure Standard capable of operating over 3000 psi. This RFI aims to gather information on current market capabilities for a system to calibrate oxygen clean Test, Measurement, and Diagnostic Equipment (TMDE). Responses are due by February 6, 2026, at 2:00 PM ET.
Purpose & Scope
AFMETCAL is considering the purchase of an Oxygen Clean pressure standard, which could be a transducer-based Oxygen Clean Pneumatic Pressure Controller/Calibrator (OCPPCC) or a manual system. This standard will be used to calibrate oxygen clean TMDE such as pressure gauges, barometers, and transducers, specifically for measurements equal to or greater than 3000 psi, with a capability to measure and control pressures from approximately 3,000 psig to 10,000 psig/psia. The RFI is for planning purposes only and is not a solicitation.
Key Technical Requirements (from Draft Purchase Description)
The system, referred to as a Dedicated Oxygen Clean System (DOCS), must meet the following:
- Oxygen Cleanliness: Received oxygen clean from the manufacturer, meeting Level A cleanliness (ASTM G93/G93M) with a certificate.
- Contamination: Shall not introduce contaminants reacting with liquid or gaseous pure oxygen.
- Pressure Range: Capable of generating, controlling, and measuring pressure between 600 to 10,000 psig.
- Pressure Uncertainty: ±0.05% F.S. (for 6,000 and 10,000 psig ranges), maintained for a minimum of 12 months without re-zeroing.
- Gas Booster: Included, capable of boosting a minimum pressure supply of 800 psi to 10,000 psi, pneumatically operated.
- Dimensions & Weight: No more than 24 inches on any side, weighing no more than 75 lbs (gas booster max 100 lbs).
- Connections: 1/4 inch gland and collar high pressure pneumatic connection, or include adapters. Operates using Ultra High-Purity (UHP Grade 99.999%) Clean Dry Nitrogen.
- Safety Features: Pressure safety features, manual vent valve, audible overpressure alarm.
- Documentation: COTS operator's manual, component list, environment/safety information, warranty (at least two years), and technical support.
Submission Requirements
Interested vendors should submit a brief capability statement including:
- Company information (DUNS, CAGE, business size, socioeconomic status).
- Relevant experience and sales history (including commercial).
- Rough order of magnitude pricing (one each, total quantity of 19 units over 3 years, and discounts).
- Technical capabilities of the product, commercial literature/brochures, and warranty.
- Confirmation of SAM listing, CAGE Code, acceptance of Government purchase card, and domestic/foreign ownership.
- Estimated delivery time and time needed to submit a technical proposal if a solicitation is issued. Responses should be in .pdf, .doc, or .xls format via email to the listed contacts, referencing 26M-054A-PR.
