Justification
Waygate Technologies is identified as the designer, developer, and original equipment manufacturer (OEM) of the required borescope, holding the data rights and technical data package. They do not have authorized distributors, and the Government has confirmed their unwillingness to sell the data to NAWCAD, making them the only compatible source for the MH-60S/R aircraft.
