Statement of Work (SOW) / Performance Work Statement (PWS)

The Naval Surface Warfare Center Indian Head Division (NSWC IHD) requires the procurement of a Videoray Defender Remote Operated Vehicle (ROV) with specified accessories.

The contractor shall provide the following equipment as a complete package:

• Defender ROV submersible with case and sundries
• Mission Specialist Workhorse Comptroller
• Greensea Defender EOD Workspace
• Navigation Package (Autopilot System Defender with DVL, GPS & Integration)
• M750D Mission Specialist Defender Oculus Sonar
• Mission Specialist Defender Rotating Manipulator Kit
• Defender HD Rear Facing Storm IP Camera with LED light module
• Submersible 1 to 2 port ethernet cable
• Extended Capacity Tether Development System (400v)
• Performance neutral tethers (984ft/300m and 328ft/100m)
• Mission Specialist thruster kits (2)
• Single use emergency thruster refill kits (4)
• Mission Specialist Defender Hardware and Fastener kits (2)
• Mission Specialist Maintenance Kits (hardware, fasteners and props) (2)
• 95mm 3 blade propellers (left and right, 7 each)
• Tether 8 pin part dummy end caps (pair)
• Float Shield with stickers
• 300M aux float combo kit (3 kg buoyancy)
• Mission Specialist Tool Kits (2)
• Shipping & Handling services

Any variations to the specified ROV configuration will not be accepted.

• Delivery is required no later than 9 weeks from award.

• Delivery Address: Indian Head, MD 20640.

• The vendor shall provide customer service support.

• The vendor is responsible for the replacement of defective or damaged parts and/or materials at no cost to the Government during the standard 1-year warranty period.

• A 1-year industry standard warranty is required.

Amendment / Modification

This amendment modifies the solicitation N0017426Q1030 by making the following changes:

• NAICS Code: Changed from 336612 to 334511.

• Size Standard: Changed from 1000 employees to 1350 employees.

• Response Due Date: Extended from March 20, 2026, to March 27, 2026.

• Product Service Codes (CLINs): For all listed CLINs (0001 through 0021), the Product Service Code has been changed from 1386 to 2090.

• Section A - Solicitation/Contract Form

• Section B - Supplies or Services & Prices or Costs (CLINs 0001-0021)

The proposal response due date has been extended to March 27, 2026. Bidders should ensure their proposals reflect the updated NAICS code, size standard, and Product Service Codes for all CLINs.

• The contract type is Firm Fixed Price for all listed items.

• Delivery is expected within 9 weeks from the date of award.

• Inspection and acceptance will occur at both destination and FOB (details to be determined).

• Quotations are due by 20 March 2026.

• The RFQ includes standard FAR and DFARS clauses incorporated by reference, covering areas such as payment, contract administration, and representations and certifications.

• Specific instructions for electronic invoicing via Wide Area WorkFlow (WAWF) are provided.

• The document indicates it is NOT a small business set-aside.
