Purpose & Overview
This notice seeks information from potential large and small businesses (including SDB, 8(a), SDVOSB, HUBZone, WOSB) to assess their capability in providing engineering, operations, and cybersecurity support for the DEOS DoD Office 365 environment. DISA is particularly interested in capabilities for Microsoft 365 (M365) environments at Impact Level 5 (IL5 – NIPRNet), Impact Level 6 (IL6 - SIPRNet), and Impact Level 7 (IL7 – Top-Secret).
Key Requirements / Deliverables
- M365 Engineering & Operations: Support for M365 environments across IL5, IL6, and IL7, including integrated third-party products. Experience with Azure Government Unclass (IL5) and Secret (IL6) infrastructure is highly desirable.
- Cybersecurity & Risk Management: Comprehensive cybersecurity services in DoD cloud environments (Azure preferred), including RMF implementation, security control assessments, incident response, cyber threat hunting, and compliance with DISA STIGs and other DoD policies. Ability to maintain an Authority to Operate is critical.
- Knowledge Management & Training: Capabilities in knowledge management best practices, content creation, and online/virtual training development.
- Staffing & Transition: Ability to rapidly mobilize 75-100 qualified personnel and execute seamless transitions within 15-30 days.
Contract Details
- Anticipated Period of Performance: One base year (April 3, 2027 – April 2, 2028) and four one-year option periods (through April 2, 2032).
- Place of Performance: DISA Headquarters (Fort Meade, MD), DISA Columbus, Ohio, and DISA-approved contractor Secure Facilities.
- Current Contract: 47QTCA21A0001 / 47QFSA21F0023 (GSA Single-Award BPA) held by General Dynamics Information Technology (Large Business), ending May 4, 2026. An additional one-year task order is anticipated under this BPA from May 5, 2026 - May 4, 2027.

- Personnel Security: Minimum Secret clearance required; Top Secret as needed. Key personnel must be Microsoft 365 Administrator Expert Certified.
- CMMI Certification: Prime contractors must be CMMI Services V3.0 Maturity Level 5; subcontractors must be CMMI Services V3.0 Maturity Level 3.
- Small Business Determination: Responses will help determine if a small business set-aside is appropriate. Information on joint ventures or partnering is requested.
