Quick Summary
The Defense Information Systems Agency (DISA) has published a Class Justification and Approval (J&A) for Software Support for Calendar Years 2026-2030. This J&A justifies the procurement of brand-name software support for previously purchased proprietary, commercial off-the-shelf (COTS) software already integrated into DISA's mission partner infrastructure. This is a justification notice, not a solicitation.
Purpose & Scope
This Class J&A provides an exception to fair opportunity under FAR Subpart 16.5 for brand-name software support. Its purpose is to ensure the continued operability and usability of existing COTS software by procuring annual software support, including product updates, upgrades, new releases, versions, fixes, and patches. It explicitly does not cover the procurement of new software licenses or new subscriptions. The justification is based on the essential nature of specific brand-name products and the inability of other products to integrate without significant changes.
Contract Details
The J&A supports requirements for a 5-year period, estimated to begin January 1, 2026, and extend through December 31, 2030. Individual procurements will be awarded as firm-fixed-price contracts or delivery orders. Potential contract vehicles for these individual procurements include NASA SEWP, Army CHESS, GSA Schedules, or GSA BPAs and beta.SAM.gov. The estimated total cost of proposed acquisitions is redacted but based on usage of a predecessor J&A.
Eligibility & Set-Aside
Latitude exists for small business set-asides within the available contract vehicles (NASA SEWP, Army CHESS, GSA Schedules, and beta.SAM.gov). Market research findings for individual requirements will be coordinated with the DISA Office of Small Business Programs.
Submission & Evaluation
Individual requirements will be competed amongst authorized resellers of the previously acquired software via the specified contract vehicles. Price reasonableness will be determined at the individual contract or order level. Market research will be performed for each individual requirement to confirm the necessity of brand-name support.
Additional Notes
DISA will seek open competition if the Original Equipment Manufacturer (OEM) surrenders legal ownership and moves toward an open-source solution. Questions regarding this justification should be referred to Matthew Cassady (matthew.r.cassady2.civ@mail.mil).
