Sources Sought Notice

This notice is issued by the Defense Information Systems Agency (DISA) to determine the capability of small businesses (including SDB, 8(a), SDVOSB, HUBZone, WOSB) to provide non-personal services for DISA's International Acquisition and Engagements program. This support includes foreign military sales (FMS), engagements, business process engineering, international agreements, and technology release.

Support is needed for the International Acquisition and Engagement office, Program Acquisition Executive (PAE) Offices, Program Management Offices (PMOs), and Resource Managers. Specific capabilities sought include:

• FMS Case Management (lifecycle support)

• FMS/BPC Documentation and LOA Development

• FMS Financial Management and Systems

• FMS Case and Customer Tracking (DSAMS)

• International Acquisition Policy and Compliance (DoDI 5230.11, ITAR, etc.)

• FMS Strategic Planning and Training

• Process Automation and Improvement (using technologies like SharePoint, Power BI, Power Apps)

Performance Work Statement (PWS)

To provide non-personal services to the Defense Information Systems Agency (DISA) supporting International Acquisition, including Foreign Military Sales (FMS), Engagements, and Business Process Engineering activities. The goal is to fulfill partner nations' acquisition requirements and enhance interoperability.

• Task Area 1: International Acquisition Professional Services - Foreign Military Sales (FMS)

  • FMS Program Management: Support development, execution, reconciliation, and closure of up to 60 FMS/Building Partnership Capacity (BPC) cases. Includes kick-off meetings, contract management plans, and monthly status reports.
  • FMS Case Management: Develop documentation, manage cases in DSAMS, track requests, and coordinate agency packages for Letter of Offer and Acceptance (LOA).
  • FMS Financial Management: Prepare funding documents, load financial information into FMS/BPC systems, and reconcile transactions.
  • FMS Reconciliation and Financial Process: Analyze reports, reconcile financial discrepancies, and prepare voucher corrections.
  • FMS Case Closure: Review cases in supply/service complete status and recommend closure actions.
  • Operating Procedures and Internal Processes: Provide input for Financial Improvement and Audit Readiness (FIAR) compliance, maintain Standard Operating Procedures (SOPs), and develop business process flow charts.

• Task Area 2: International Acquisition Professional Services – Engagements and Business Process Engineer Activity

  • International Engagements: Coordinate logistics for international forums and foreign visits, monitor international organizations for engagement opportunities, record meeting minutes, and track action items.
  • Business Process Engineer Activity: Analyze, document, and re-engineer business processes related to International Acquisition, Technology Release, Foreign Disclosure, International Agreements, and training coordination. Develop performance metrics and identify technology/automation opportunities.

• Period of Performance: One base year (Oct 18, 2026 – Oct 17, 2027) and four (4) one-year options, with a potential six-month extension.

• Place of Performance: Primarily DISA Headquarters at Ft. Meade, MD; contractor-provided office space; or an approved telework location within the National Capital Region (NCR). Minimum of two days per week on-site at government facilities is required. Unclassified work may be performed at government locations; classified work only at government facilities.

• Security: Facility clearance up to SECRET required. Personnel must possess a SECRET level clearance for tasks involving FMS/BPC matters and international engagements. Personnel must be U.S. citizens.

• Staffing: Key personnel include International Acquisition and Engagements Specialist, Financial Analyst, and Business Process Engineer. Resumes meeting minimum qualifications are required.

• Non-Disclosure Agreements (NDAs): Required for all assigned employees.

• Government Furnished Property (GFP): Will be provided and managed according to FAR and DFARS clauses.

• Surge Support: May be required, not to exceed 20% of the contractor's total proposed cost/price.

• Deliverables: Various reports, plans, and documentation as detailed in the PWS.

• Transition: Transition-in requires full staffing within 30 days; transition-out requires collaboration 120 days prior to contract end.
