• SCIF Requirements: Joint Ventures (JVs) are required to meet the full SCIF requirements of Section 5.2.1.2 (if small business JV) or Section 5.2.1.1 (if other than small business JV). High Bay specifications have been removed and will be defined at the Task Order (TO) level.
• Labor Categories: For Mid-level positions, an additional four years of experience can substitute for a bachelor's degree, totaling 12 years of experience.
• Key Personnel: The Program Manager resume is evaluated, and Offerors must ensure the proposed Program Manager meets Senior Program Manager qualifications.
• Pricing: At the IDIQ level, detailed pricing proposals are not required as price is not an evaluation factor. However, Volume 0 must include pricing-related information for Fair and Reasonable Pricing determination.
• Evaluation Criteria: This is a qualification-based procurement where the Government intends to award IDIQ contracts to ALL "Qualifying Offerors" who meet the minimum criteria; there is no competitive "winning" proposal selection at the IDIQ level.
• Past Performance: Past performance from subcontractors or teaming partners can be included. The most relevant examples demonstrate experience delivering services similar in scope, scale, and complexity to COMET requirements in multi-level security, multi-customer intelligence environments.
• Security: Specific security clearance levels are required as outlined in the SOW Para. 5.2. Compliance requirements such as DoD Directive 8570.1, COMSEC, IA must be addressed per Appendix 4 of the SOW.
• Proposal Submission: Specific formatting requirements, page limits, and templates/forms will be detailed in Section L. Questions regarding submission processes should follow instructions in Section L Para. 2.1.

These clarifications refine requirements related to SCIFs, labor categories, personnel qualifications, proposal content, and evaluation criteria. Vendors should review these answers carefully to ensure their proposals meet all updated specifications. Several sections of the solicitation have been edited for clarity based on these questions.

Solicitation / RFP / RFQ

This document is a solicitation for "Contract Operations for Missile Evaluation and Testing (COMET)". It is an unrestricted, full and open competition for an Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will provide contractor support for the Defense Intelligence Agency's (DIA) Missile & Space Intelligence Center (MSIC) for research, development, and sustainment of new and existing hardware, systems, and software capabilities, and foundational military intelligence (FMI) enabling all-source analysis and production.

The scope of work involves providing intelligence support and performing all-source analysis across MSIC Missions, Domains, and Disciplines. This includes analysis of foreign weapon systems, foreign materiel exploitation, IT operations, modeling and simulation, and business process support. Specific deliverables include Status Reports, Contract Status Reports, Phase-In/Phase-Out Transition Plans, Program Management Plans, Security Plans, Briefing Materials, and various technical reports.

• Contract Type: Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ)

• Base Ordering Period: 5 years (May 15, 2026 - May 14, 2031)

• Option Period 1: 5 years (May 15, 2031 - May 14, 2036)

• Extension Period: 6 months (May 15, 2036 - November 14, 2036)

• Task Orders (TOs) may include Time and Material, Cost-Plus Fixed Fee, and Firm-Fixed Price contracts.

• Government minimum Task Order obligation: $250.00

• Proposals are due by 12:00 PM CT on December 15, 2025.

• Offers are subject to all terms and conditions contained in the solicitation.

• Evaluation criteria are detailed in Section M.

• This is an unrestricted, full and open competition.
