Key Requirements & Deliverables

The contractor will be responsible for:

  • Test Administration/Proctoring: Administering tests, ensuring conducive testing environments, maintaining logs, and instructing examinees.
  • Oral Proficiency Interview (OPI) and Web-Based Test Scheduling: Scheduling OPIs and web-based tests, assisting with OPI Facilitation and Test Administration.
  • Program Management: Providing an on-site Program Manager to oversee operations, coordinate with the COR, and ensure compliance.
  • OPI Facilitation: Preparing and monitoring test sites, processing documentation, and monitoring tests onsite.
  • Quality Control: Developing and maintaining a Quality Control Plan (QCP) to meet defined Performance Requirements Summary (PRS) metrics (e.g., 98% compliance for most AQLs).
  • Training & Security: Ensuring contractor employees complete mandatory training (AT Level I, OPSEC, IWATCH, Information Assurance, PII) and meet security requirements (Installation Access, CAC, background checks).
