  • Revolutionizing Manufacturing and Supply: Developing innovative solutions for containerized manufacturing and creating software tools for supply chain resilience using Digital Thread/Digital Twin concepts.
  • Transformation through People and Process: Creating digital representations of DLA's business processes (e.g., Order-to-Cash, Acquire-to-Retire) and preparing the workforce for digital transformation.

Contract Details

  • Contract Type: Cost-type Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and cost-type definitive contracts.
  • Duration: IDIQ contracts will feature a one-year base period and four one-year option periods.
  • Estimated Value: Up to $10 million per year for Fiscal Years 2022-2026.
  • BAA Open Period: This BAA will remain open for five years from its original posting date, closing on September 1, 2026.

Submission & Evaluation

  • Submission Process: Offerors must initially submit white papers (limited to 5 pages). If deemed of interest, a full cost and technical proposal may be requested.
  • Proposal Requirements: Technical proposals are limited to 20 pages and must be submitted electronically.
  • Evaluation Criteria: Proposals will be evaluated based on Feasibility, Viability, Desirability, Past Performance, and Cost Realism.
  • Key Clauses: Offerors selected for full proposals must complete and include DFARS 252.227-7017, FAR 52.204-24, FAR 52.204-26, various Intellectual Property and Data Rights clauses, and DFARS 252.245-7005.

Eligibility & Set-Aside

This is an unrestricted acquisition, open to all responsible sources. The DLA encourages proposals from industry, educational institutions, small businesses, small disadvantaged businesses, Historically Black Colleges and Universities (HBCUs), and Minority Institutions (MIs). There are no specific set-asides. The small business size standard is 1000 employees. Large businesses with proposals exceeding $750,000 must submit a Small Business Subcontracting Plan.
