Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Defense Information Systems Agency (DISA), under the Department of Defense, has issued a Special Notice (Request for Information - RFI) for the Defense Research and Engineering Network (DREN), 5. This RFI seeks industry input to assist with the development and planning of a potential new requirement for DREN, which provides high bandwidth, low latency communications for the DoD's High Performance Computing Modernization Program. Responses are due by April 27, 2026, 1:00 PM CT.
Purpose & Scope
This RFI is for planning purposes only and is not a Request for Proposals. The Government is exploring alternative acquisition strategies for DREN 5, specifically evaluating a single-award contract versus multiple contracts covering discrete functional component areas (e.g., transmission circuits, carrier-neutral data centers, network operations center services, technical services).
Industry input is requested on:
- Advantages and challenges of a multiple contract procurement model.
- DREN Acquisition Approach: Recommended contract groupings, suitability of multi-award, integration management, and Small Business participation.
- Transmission Circuits: Acquisition structuring, bandwidths, international providers, pricing, installation, technologies, SLAs, and Small Business opportunities.
- Carrier Neutral Data Centers (CNDC): Acquisition strategies, security standards, cost minimization, and Small Business opportunities.
- Nodal/Site Equipment: Hardware/software relevancy, purchasing vs. leasing, support, and acquisition structures.
- Network Operation Center (NOC): In-sourcing vs. out-sourcing, tools, security, and Small Business opportunities.
- Technical Services: Integration with component procurements or separate procurement, and Small Business opportunities.
- Transition Management: Recommendations for a dedicated, independently-contracted function.
- End-to-End SLA Compliance: Tools and approaches for accountability across multiple providers.
- Supply Chain Risk Management (SCRM): Future security requirements.
- Network Architecture & Functionality: Input on where functionality should reside and evolution of management, automation, routing, and peering.
Response Guidelines & Timeline
- Submission: White paper, not exceeding 25 single-spaced pages.
- Method: Email to Ms. Katie Day (katie.s.day.civ@mail.mil) and Ms. Amber McKee (amber.m.mckee4.civ@mail.mil).
- Response Due: April 27, 2026, 1:00 PM CT.
- Questions Due: April 6, 2026 (past).
Additional Notes
This RFI is for information and planning only and does not guarantee a solicitation or contract award. The Government has not determined any set-asides at this time and will use responses for market research to determine small business utilization. No reimbursement for response costs will be provided.
